Book Description :

This authoritative handbook surveys the full breadth and depth of SEA, bringing together a range of international perspectives and insights on the theoretical, methodological and institutional dimensions and practical issues of the field. It then subjects this conventional wisdom to a critical reappraisal, looks at the vast lessons of experience and offers new ideas and interpretations as to where the field is going. The volume is organized into six major sections, beginning with an introduction and overview of the development of the field and a framework for evaluating SEA good practice. Part I comprises a review of SEA frameworks in leading countries (Australia, Canada, New Zealand and the USA), the European Union and developing regions (Africa, Asia, Latin America and Newly Independent States). Part II reviews SEA practice in several major sectors (energy, minerals, transport, water, development assistance and coastal zone management). Part III addresses the linkages between SEA and other comparable tools such as spatial planning and environmental management. Part IV probes key cross-cutting issues in SEA, including how to address cumulative and trans-boundary effects. Part V identifies ways and means of SEA process and capacity development, focusing on how to improve and upgrade the theory and practice of the field. Part VI examines the shift from conventional SEA towards more integrative approaches, drawing on experience and examples from a number of countries. Published with IAIA

Book Description :

This report presents the results of a review of the World Bank's Strategic Environmental Assessment (SEA) experience undertaken by the World Bank learning community-the SEA Community of Practice (CoP). This report is no more than a first step. Its findings and results cannot be treated as conclusive. The World Bank follows the Organization for Economic Co-operation and Development (OECD) in describing SEA as 'analytical and participatory approaches to strategic decision-making that aim to integrate environmental considerations into policies, plans and programs, and evaluate the inter linkages with economic and social considerations'. Over time SEA has become more strategic by bringing different groups of stakeholders into an environmental and social dialogue in an iterative and adaptive way. Impact-centered approaches to SEA best fit to integrate environmental considerations in plans and programs where environmental impacts and risks can be identified and predicted. Country environmental analysis is a type of policy SEA developed to inform the dialogue between the Bank and client countries on national environmental priorities. The main objective is to strengthen Bank staff's capacity on SEA by fostering learning in applying SEA in World Bank-supported projects and thus contribute to sustainable development outcomes in programs, plans, and policies of client countries. To achieve this objective, among other activities of the SEA CoP, there is a component to take stock of the Bank's recent regional experience with the following scope of work. The structure of this report organized as: chapter two presents the synthesis and conclusions from the cross-analysis of the regional reviews. Chapters three through eight present the findings and conclusions of the regional reviews. Chapter three on the SEA experience in East Asia and the Pacific focuses on the use of SEA mainly as a tool for environmental safeguarding. Chapter four analyzes the use of SEA as a planning and policy tool drawing on the Middle East and North Africa experience. A mixed experience with impact-centered and policy SEA approaches is described by chapter five on South Asia. Chapter six on Sub-Saharan Africa shows a trend of using SEA initially for environmental safeguarding but later for informing policy making. Chapter seven shows that sector reforms and infrastructure developments have influenced the use of SEA in Latin America. And the mixed results of promoting SEA practice by making it regionally mandatory through the European Union's SEA directive are described in chapter eight on Europe and Central Asia.

Book Description :

Illustrated by case studies from Europe, North America and the Middle East, this book examines how non-market values can be identified, measured and incorporated into planning evaluation methodologies. The traditional means of assessing planning options, benefit-cost analysis, requires that all effects be expressed in monetary terms and this volume offers alternative approaches. It presents strategies for accomplishing the major purposes of planning evaluation - including the provision of an explicit, replicable basis for public assessment - in alternative ways. Growing demand for public involvement and for accountability in decision making requires better means for accommodating a broad range of concerns in planning evaluation. Methodologies examined include effectiveness-cost and multicriteria analysis, and the book explores how these have been applied in practice in developing special-issue plans, complex regional development strategies, and efforts to analyze the environmental justice implications of major infrastructure projects. Use of scenarios and problem structuring methods by stakeholder groups are also explored.

Book Description :

This book brings together the latest thinking in Strategic Environmental Assessment (SEA) and considers the key question of whether the processes are having a positive impact on strategic decision making, both in Europe and worldwide. As governments move to develop green agendas, the book explores the challenges of working within national systems, as well as the strengths and weaknesses of sector-specific SEA. The importance of stakeholder engagement is considered, as is the question of how to turn NIMBYs into WIMBYs – that is, creating positive reasons to encourage development and allow local stakeholders to profit. In assessing ways in which the practice of SEA can provide a new agenda for the 21st Century, the chapters explore current and emerging approaches, procedures and methods, along with ways in which SEA can be linked with other planning tools. The role of research and academia is considered, and the book looks beyond the current status of SEA to address the question of how practitioners can capitalise on the potential of SEA to become integrated into high-level policy as a key element of climate change mitigation strategies. Each chapter is written by internationally renowned authors and based on many years of experience in the field. The book will be essential reading for forward-thinking practitioners and students of SEA.

Professor Thomas Bunge, Federal Environment Agency, Germany Strategic Environmental Assessment (SEA) is a fast-growing and rapidly evolving professional field driven by both advances in theory and practice and by regulatory requirements in Europe, North America, Australasia, South Africa and increasingly across Asia. However, to date, analysis of existing practice and associated reporting has remained far from systematic and there has been a clear need for a comprehensive textbook to facilitate teaching, learning and practice in this burgeoning field. This textbook, the first of its kind, provides for a state-ofthe-art review of SEA theory and practice and promotes a more systematic approach to SEA. It is written for a wide student, professional and academic audience and aims particularly at supporting the development of SEA modules in undergraduate and postgraduate planning, environmental assessment, engineering and law courses.
