The comparative study of empires has traditionally been addressed in the widest possible global historical perspective with comparison of New World empires such as the Aztecs and Incas side by side with the history of imperial Rome and the empires of China and Russia in the medieval and modern periods. Surprisingly little work has been carried out focusing on the evolution of state control and imperial administration in the same territory; approached in a rigorous and historically grounded fashion over a wide extent of historical time from late antiquity to the twentieth century. The empires of Rome, Byzantium, the Ottomans and the latter-day imperialists in the nineteenth and early twentieth centuries, all inherited or seized and sought to develop overlapping parts of a common territorial base in the Eastern Mediterranean and all struggled to contain, control or otherwise alter the political, cultural and spiritual allegiances of the same indigenous population groups that were brought under their rule and administration. The organization of labor, engineering skills, mathematical and astronomical knowledge required to build these phenomenal earthworks amazes modern researchers. How do ideologies shape international relations in general and Middle Eastern countries' relations with the United States in particular? The Clash of Ideologies by Mark L. Haas explores this critical question. Haas's central claim is that leaders' ideological beliefs are likely to have profound effects on these individuals' perceptions of international threats. These threat perceptions, in turn, shape leaders' core security policies, including choices of allies and enemies and efforts to spread their ideological principles abroad as a key means of advancing their interests.Two variables are particularly important in this process: the degree of ideological differences dividing different groups of decision makers ("ideological distance"), and the number of prominent ideologies that are present in a particular system ("ideological polarity"). The argument is tested in four case studies of states' foreign policies, primarily since the end of the Cold War: Iran, Saudi Arabia, Syria, and Turkey. As the argument predicts, ideological differences in these cases were a key cause of international conflict and ideological similarities a source of cooperation. Moreover, different ideological groups in the same country at the same time often possessed very different understandings of their threat environments, and thus very different foreign policy preferences. These are findings that other prominent international relations theories, particularly realism, cannot explain. The purposes of the book go beyond advancing theoretical debates in the international relations literature. It also aims to provide policy guidance on key international security issues. These prescriptions are designed to advance America's interests in the Middle East in particular, namely how U.S. leaders should best respond to the ideological dynamics that exist in the region.

The Clash of Legitimacies makes an innovative contribution to the history of the state-building process in late medieval Lombardy (during the 13th to 15th centuries), by illuminating myriad conflicts attending the legitimacy of power and authority at different levels of society. Through the analysis of the rhetorical forms and linguistic repertoires deployed by the many protagonists (not only the prince, but also the cities, communities, peasants, and political factions) to express their own ideals of shared political life, this volume reveals the depth of the conflicts in which opposing political actors were not only inspired by competing material interests - as in the traditional interpretation to be found in previous historiography - but also often were guided by differing concepts of authority. From this comes a largely new image of the late medieval and early Renaissance state, one without a monopoly of force - as has been shown in many studies since the 1970s - and one that did not even have the monopoly of legitimacy. The limitations of attempts by governors to present the political principles that inspired their acts as shared and universally recognized are revealed by a historical analysis firmly intent on investigating the existence, in particular territorial or social ambits, of other political cultures which based obedience to authority on different, and frequently original, ideals.
