The framework developed should be applicable throughout the Great Plains region and to similar semi-arid agricultural regions. The merit of the framework was tested by using it to assess the compatibility of four policies with sustainable agriculture: the Western Grain Transportation Act, the Farm Products Marketing Agencies Act, the Prairie Farm Rehabilitation Act, and the North American Waterfowl Management Plan.
