It can mobilize renewable energy resources, modernize energy system, allow for energy savings, safeguard the equilibrium of local ecosystems, contribute to poverty alleviation and, therefore, constitutes a significant aid towards universal access to modern energy services. This current research investigates the conditions needed to achieve a sustainable energy regime by the next decade (2030) in Ivory Coast, West Africa. To identify these conditions, first, a forecast model using a hybrid method, support vector regression (SVR) and an autoregressive integrated moving average (ARIMA) was employed to predict energy consumption by 2030. Second, a back-casting approach to assessing alternative energy scenarios was carried out. Third, a national energy action plan (NEAP) was designed with the help of a multi-criteria decision analysis (MCDA) and a technique known as the fuzzy analytic hierarchy process (AHP). The results show that, by 2030, conventional fuels should be dominant in the transport and industrial sectors, while traditional forms of energy should prevail over others in the residential one. Besides, the green scenario that accumulates universal energy access, energy efficiency, and renewable energies dissemination targets are the most sustainable. Moreover, social criterion and solar energy were found the most critical factor and the most preferred renewable energy, respectively, when considering a sustainable energy path. Based on those findings, it was recognized that a definite shift in energy policy maximizing the use of clean types of energy was required to reach a sustainable energy regime. In this perspective, policy recommendations, in addition to the national energy action plan, were provided to guide the Ivorian decision-makers.

Energy Global energy demand has more than doubled since 1970. Africa's Power Infrastructure: Investment, Integration, Efficiency is based on the most extensive data collection exercise ever undertaken on infrastructure in Africa: the Africa Country Infrastructure Country Diagnostic (AICD). Data from this study have provided new insights on the extent of a power crisis in the region, characterized by insufficient capacity, low electricity connection rates, high costs, and poor reliabilityùand on what can be done about it. The continent faces an annual power sector financing gap of about $21 billion, with much of the existing spending channeled to maintain and operate high-cost power systems, leaving little for the huge investments needed to provide a long-term solution. Meanwhile, the power crisis is taking a heavy toll on economic growth and productivity. This book asserts that the current impediments to economic growth and development need to be tackled through policies and investment strategies that renew efforts to reform state-owned utilities, build on the lessons of private participation in infrastructure projects, retarget electrification strategies, expand regional power trade, and mobilize new funding resources. Further development of regional power trade would allow Africa to harness larger-scale and more cost-effective energy sources, reducing energy system costs by US$2 billion and carbon dioxide emissions by 70 million tons annually. But reaping the promise of regional trade depends on a handful of major exporting countries raising the large volumes of finance needed to develop generation capacity for export; it also requires a large number of importing countries to muster the requisite political will. With increased utility efficiency and regional power trade in play, power costs would fall and full cost recovery tariffs could become affordable in much of Africa. This will make utilities more creditworthy and help sustain the flow of external finance to the sector, which is essential to close the huge financing gap.

To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

Inadequate electricity services pose a major impediment to reducing extreme poverty and boosting shared prosperity in Sub-Saharan Africa. Simply put, Africa does not have enough power. Despite the abundant low-carbon and low-cost energy resources available to Sub-Saharan Africa, the region s entire installed electricity capacity, at a little over 80 GW, is equivalent to that of the Republic of Korea. Looking ahead, Sub-Saharan Africa will need to ramp-up its power generation capacity substantially. The investment needed to meet this goal largely exceeds African countries already stretched public finances. Increasing private investment is critical to help expand and improve electricity supply. Historically, most private sector finance has been channeled through privately financed independent power projects (IPP), supported by nonrecourse or limited recourse loans, with long-term power purchase agreements with the state utility or another off-taker. Between 1990 and 2014, IPPs have spread across Sub-Saharan Africa and are now present in 17 countries. Currently, there are 125 IPPs, with an overall installed capacity of 10.7 GW and investments of $24.6 billion. However, private investment could be much greater and less concentrated. South Africa alone accounts for 67 IPPs, 4.3 GW of capacity and $14.4 billion of investments; the remaining projects are concentrated in a handful of countries. The objective of this study is to evaluate the experience of IPPs and identify lessons that can help African countries attract more and better private investment. At the core of this analysis is a reflection on whether IPPs have in fact benefited Sub-Saharan Africa, and how they might be improved. Since its construction in the early 1960s, the hydroelectric Akosombo Dam across the Volta River has exemplified the possibilities and challenges of development in Ghana. Drawing upon a wealth of sources, A Dam for Africa investigates contrasting stories about how this dam has transformed a West African nation, while providing a model for other African countries. The massive Akosombo Dam is the keystone of the Volta River Project that includes a large manmade lake 250 miles long, the VALCO aluminum smelter, new cities and towns, a deep-sea harbor, and an electrical grid. On the local level, Akosombo has meant access to electricity for people in urban and industrial areas across southern Ghana. For others, Akosombo inflicted tremendous social and environmental costs. The dam altered the ecology of the Lower Volta, displaced 80,000 people in the Volta Basin, and affected the livelihoods of hundreds of thousands of Ghanaians. In A Dam for Africa, Stephan Miescher explores four intersecting narratives: Ghanaian debates and aspirations about modernization in the context of decolonization and Cold War; international efforts of the US aluminum industry to benefit from Akosombo through cheap electricity for their VALCO smelter; local stories of upheaval and devastation in resettlement towns; and a nation-wide quest toward electrification and energy justice during times of economic crises, droughts, and climate change.
