Book Description :

Throughout the world, the use of some kind of a formal transportation project evaluation procedure is a requirement. Yet, by and large, these are partial; in fact, much weight is often placed on the initial -pre-engineering -phases of the planning process, when vital information, such as accurate costs and demand projections, is largely missing. Moreover, many of these procedures neglect to consider key issues such as project’s risks, capital costs financing, latent demand, market imperfections, labor force availability and various incompatibilities between trip rates, travel times and activity location. As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Against this background, this book’s main objective is to construct a comprehensive and methodical economic, planning and decision-making framework for the evaluation of proposed transportation infrastructure investment projects. Such a framework is founded on four key principles. It is based on well-established economic, transportation and policy-analysis theoretical principles; it is comprehensive enough to encompass all relevant evaluation issues; it is applicable to a wide range of transportation investment projects; and it is amenable to empirical application including a sensitivity analysis and alternative scenarios regarding urban, regional and national developments.

Book Description :

This volume is a compendium of papers presented during the second TRlennal Symposium on Transportation ANalysis (TRISTAN II) that took place in Capri, Italy on June 23-28, 1994. The Symposium was organized by the Progetto Finalizzato Trasporti and the Istituto di Analisi dei Sistemi ed Informatica of the Italian National Research Council jointly with the Italian Operations Research Society. The purpose of this kind of meetings is to periodically allow an exchange of views and findings by scientists in the field of transportation analysis methods and tools. Therefore, the papers presented dealt with a wide range of topics and cover the different aspects of transportation analysis. The material contained in this book gives particular emphasis to the development of mathematical modelling and algorithms. This development is due to the evolution of digital computers and the continuous increase of the computing power. In fact the need of solving large scale problems (crew scheduling, network traffic control, pollution monitoring and control,. etc ... ) involves in some case, thousands of variables and therefore sophisticated mathematical models and computational algorithms.

Book Description :

This book evaluates the local impacts and legacies of the Olympics in Rio by comparing Rio2016 with other Olympic experiences and evaluating the ways in which the Games served the city. The 2016 Rio Olympic Games took place in a scenario of enormous economic challenges and persistent inequalities. In contrast to all previous Olympic experiences, Brazil faced its worst economic recession ever recorded during the preparation phase for the Games. In addition to the national crisis, falling oil prices and corruption scandals fuelled the State of Rio’s economic downfall. This book specifically assesses the relative social performance of Rio’s city population with respect to control groups; covers traditional aspects of the Games' legacy such as tourism, infrastructure and sports practice; includes ordinary day-by-day aspects of the city’s life, such as education, employment and housing; and scrutinizes critical areas such as urban mobility, gentrification and Guanabara Bay’s pollution. This thorough analysis offers readers further understanding on assessing the impacts and legacies of the Olympic experience. It will be of great interest to upper-level students and academics of tourism, hospitality and events management.

Abstract: Abstract of thesis entitled A Critical Evaluation of Public Transport Policy Formulation in Hong Kong submitted by Lo Sze Yuen, Henri for the degree of Master of Arts in Transport Policy & Planning at the University of Hong Kong in June 2005. In Hong Kong, the Government has long been the principle actor in devising transport policy. This thesis aims to take a hypothetical approach to assume the role of a rational Government, critically evaluate the public transport policy in Hong Kong with two fundamental parameters: the effectiveness and efficiency of the public transport policy. A SCD (Subjectivity, Consistency, Dependency) approach is adopted to form the policy evaluation framework in which different methods such as goal attainment analysis or political economic causality test is housed for evaluating the policy. For effectiveness, an ex-post evaluation is conducted. The policies are examined quantitatively by means of performance indicators and qualitatively by three case studies for a more comprehensive illustration. The focus of the assessment in case studies revolves around two major parameters, which are consistency and dependency respectively. While the former is to test the coherence of the case with the policy as well as economics doctrine, the latter is to assess whether the policy can be successfully implemented with due regard to stakeholders' acceptance. For efficiency, an ex-ante evaluation is conducted on the public transport policy. The causality of the policies is examined with a perspective of transport economics to see if the consistencies and logic of policies are aiming at the best use of resources, in other words, the Pareto Optimal. The test is done qualitatively to see if the policy is strategically sound or otherwise, any immaculate computation models, cost-benefit analysis or cost-effectiveness analysis built on an unsound basis is meaningless. The essence of the above approach is to find out if the outcomes are in line with the policy goals, and if the logic and consistencies of the policy are robust enough to stand the test in terms of stakeholders' concern and transport economics discipline. There are two major findings in this thesis: Firstly, it is unveiled that the external cost has not been fully internalized for public transport modes and it is a serious irrationality observed in current public transport policies of Hong Kong, which goes against the vision and value that the Government of Hong Kong upholds. Secondly, the lack of output-oriented evaluation on its public transport policy leads the Government to nowhere in measuring to what extent the policy objective is met. It is recommended that the Government should take heed of the deficiencies and ameliorate the situation by establishing quantifiable goals for the public transport policies to attain and be evaluated. Moreover, the Government should adopt full internalization of external cost so as to ensure the public transport system is genuinely efficient in a holistic view.
