Book Description :

Practical Airport Operations, Safety, and Emergency Management: Protocols for Today and the Future focuses on the airport itself, not the aircraft, manufacturers, designers, or even the pilots. The book explores the safety of what's been called ‘the most expensive piece of pavement in any city’— the facility that operates, maintains, and ensures the safety of millions of air passengers every year. The book is organized into three helpful sections, each focusing on one of the sectors described in the title. Section One: Airport Safety, explores the airport environment, then delves into safety management systems. Section Two: Airport Operations, continues the conversation on safety management systems before outlining airside and landside operations in depth, while Section Three: Airport Emergency Management, is a careful, detailed exploration of the topic, ending with a chapter on the operational challenges airport operations managers can expect to face in the future. Written by trusted experts in the field, users will find this book to be a vital resource that provides airport operations managers and students with the information, protocols, and strategies they need to meet the unique challenges associated with running an airport. Addresses the four areas of airport management: safety, operations, emergency management, and future challenges together in one book Written by leading professionals in the field with extensive training, teaching, and practical experience in airport operations Includes section on future challenges, including spaceport, unmanned aerial vehicles, and integrated incident command Ancillary materials for readers to reinforce concepts and instructors teaching operations courses Focuses on the topics of safety, operations, emergency management, and what personnel and students studying the topic can expect to face in the future

Book Description :

The events of 11 September 2001 changed the world, and in particular the aviation community, forever. Since then, the terrorist threat continues to dominate international air travel and pose a real and present danger to airline passengers and aircrew across the globe. In line with this, expectations of renewed commitments to aircrew security training increased, however the practical reality of the standard of information and effective training often fell short. This book aims to help redress this problem. Intended to help flight crews' deal with the new complexities they face in the skies, it is designed to inform and enlighten crewmembers on the issues posed by air rage and terrorist activities, using techniques for conflict resolution, assessment of threat, mental and physical preparation and post-incident considerations. The culmination of work accomplished from a lifetime of employment in aviation, security and training, the authors use a progressive approach to explain security issues from a flight crewmember's perspective. Using detailed studies of current airline security practice, verified by interviews with crewmembers worldwide, the book uncovers many of the shortcomings of international aviation security and presents plausible and innovative solutions to the problems crewmembers face. Having worked with aviation industry leaders, regulatory authorities, major airlines and flight training organizations, the authors provide a unique blend of guidance, useful to the development of security programs for crewmembers by airlines, corporations and air charter companies. Government agencies commissioned with overseeing and developing aircrew security can also use the book when seeking a better understanding of the needs of crewmembers and airlines. Readership includes: Airline flight crewmembers (pilots, flight engineers and flight attendants); major universities and colleges with aviation programs; members of organizations such as the Airline Transport Association, International Airline Transport Association, World Airline Transport Association, Flight Safety Foundation, Pilot and Flight Attendant labor unions as well as government agencies.

Book Description :

Published in 1998. The various conventions which apply to the subject of unlawful interface with civil aviation have proved effective only to the extent of nurturing existing values of international law as they are restrictively perceived through the parameters of air law. This book examines the offence of unlawful interference with international civil aviation and analyses critically the legal and regulatory regime that applies thereto, with a view to recommending measures that are calculated to infuse a new approach to the problem. Emphasis is laid throughout the work on action which may be taken to alleviate the problem of unlawful interference. Its conclusion incorporates various steps that can be taken towards achieving this objective. The author focuses on the core of the problem which has effectively precluded significant progress into inroads that would curb the threat terrorism in aviation: the attitude of the international community. The book therefore examines in limine the fundamental role of international law in the light of the United Nationals Congress of International Public Law of March 1995, and its effect on international criminal law. It then determines the applicable principles of State sovereignty and examines the principles of State responsibility. Its main purpose is to recommend the establishment of a new philosophy of international criminal law which transcends municipal boundaries. Academic, scholarly and judicial precedent for this book is the adduced in support of this argument. The book also examines the role of International Civil Aviation Organization (ICAO) as the regulatory body responsible for civil aviation, in the context of new approaches made by the international community towards the status of ICAO in aviation security. The practical value of this work essentially lies in the legal recommendations it makes at its conclusion, which are based on existing principles of international law. It will thus be invaluable not only to international and aviation lawyers, criminal lawyers (both international and national), security professionals and teachers and students of international law, but also to aviation industry executives and regulatory agency specialists whose responsibilities impinge on or are determined by existing and evolving legal and security measures.

Book Description :

This book examines terrorism's impact on the international aviation security regime, with a focus on the role of the United States. Tracing the historical development of the international civil aviation system, the volume examines how it has dealt with the evolving security environment caused by international terrorism. It begins by exploring the practical implications of the debates over the meaning of 'terrorism' and how the international civil aviation community developed practical solutions to avoid the debilitating debates over the concept while crafting important, if weak, international conventions. As a major civil aviation power, the United States was a predominant influence in security developments in the 1960s and 1970s, yet US civil aviation policy failed to keep pace with the changing nature of the terrorist threat. The commanding position that the United States maintains in international civil aviation provides a microcosm of the promise and perils faced by the world's sole superpower. The author examines US efforts to upgrade civil aviation security in the wake of 9/11 and the impacts of these developments on the international civil aviation system. The detailed discussion of terrorism past and present places the threat in its proper context for both the international civil aviation community and its largest individual actor, the United States. This book will be of much interest to students of terrorism, aviation security, international security and IR in general. John Harrison is an Assistant Professor at the S.Rajaratnam School of International Studies and Head of Terrorism Research at the International Center for Political Violence and Terrorism Research.

Book Description :

Handbook of Checked Baggage Screening – Advanced Airport Security Operation is a practical guide for project managers and designers embarking on hold-baggage screening developments within the airport environment for the first time. The book clearly explains away any uncertainty about the processes and procedures to be used by the various parties involved within the industry and sets out ‘best practice’ with respect to checked baggage screening design. Valuable lessons can be learned from actual case studies contributed by leading equipment manufacturers on recent 100% hold baggage screening projects. In addition to the all-important security screening of baggage and passengers the book also looks at the following areas associated with airport security, through the use of a detailed structured security check-list evaluation questionnaire. The questionnaire allows airports to assess the state of readiness of their airports and then, using the other chapters, gain an insight regarding which technology will best solve any security gaps. The authors offer a unique perspective through their background and experience. Many of the checked baggage screening procedures and equipment discussed in the book have already been implemented in the UK, with the authors responsible for leading this effort. The combined experience they can offer to the industry world wide is invaluable.

Accurate, comprehensive, thought-provoking beyond belief. A long overdue inside look at a layered aviation security system plagued with misconception and vulnerabilities...the reference 'bible' for anyone looking to identify the flaws in the aviation security system.--Captain Stephen A. Luckey, Chairman, National Security Committee, Air Line Pilots Assoc. Int'lThe terrorist' devastating attacks of September 11, 2001, did not succeed because they were so good, but because the state of the U.S. aviation security system was so bad. Thomas lays out the cost of complacency and shows how remaining holes in aviation security can be plugged.--David Evans, Editor, Air Safety Week...packed with facts about the state of security or insecurity in aviation...I would strongly encourage everyone involved with the aviation industry to read this book.--Fred Ragsdale, Program Director, Training, National Terrorism Preparedness Institute, St. Petersburg CollegeThe events of September 11 compelled the American public to look at air travel as much more than merely another way of getting from point A to point B. An industry that was previously viewed as a routine component of modern transport is now seen as both a vital national asset and a vulnerable security risk. In this probing critique of aviation security since 9/11, Andrew R. Thomas, a globally recognized aviation security expert, examines the recent overhaul of the national aviation security system.Despite the complete federal takeover of aviation security in November 2001, Thomas notes many continuing problems, including: millions of passenger bags that are still not screened or matched; the unresolved problem of air rage and unruly passenger behavior; the forgotten chasm of air cargo, which remains largely unchecked due to inadequate resources; and lax standards, the hiring of high-risk employees, and the failure to secure critical areas in many of our nation's airports.Thomas also considers many of the proposed solutions to these vulnerabilities: biometrics, profiling, air marshals, bomb-detection devices, and smart technology that links reservations systems to private and government databases. How practical are these proposals? Will they work? What will they cost? How much time will be needed to implement any or all of them? In light of the restructuring of airline security, what new roles will be played by the airline industry, government, airports, and the Transportation Security Administration? Thomas's thorough analysis and command of all the facts create an enlightening overview of the airline security dilemma and its numerous formidable challenges. Finally, he considers the future, outlining a strategic approach for government and industry to meet new and existing threats while continuing to serve the public in an efficient manner.Andrew R. Thomas (Brecksville, OH), coauthor of Air Rage: Crisis in the Skies, is a global business expert, aviation security analyst, Founding Editor of the Journal of Transportation Security, Editor of the 3 Volume Set Aviation Security Management in the 21st Century, and author. He is a frequent contributor to the Fox News Channel and has appeared on more than 150 television and radio programs across the country, including The O'Reilly Factor, On the Record with Greta van Susteren, and Court TV. Abstract: In view of the 911 terrorist incident plus various cases regarding undeclared dangerous goods were happened, tightening security measure on air cargo was adopted by different governments. Additional requirement of cargo screening would involve extra cost and thus the competitiveness of Hong Kong in the industry may weaken. Concern about that the compliance of new security requirement would affect Hong Kong economy and adversely affect the position of Hong Kong International Airport as an international air cargo hub. There are implications of the trend of having tightening of security measures on air cargo in Hong Kong. This study will examine the development of international air cargo security requirement, focusing on the potential solutions and cost implications for Hong Kong air cargo industry. It is expected that the research results will outline the practical solutions and provide a platform for further academic research analysis on providing recommendations to facilitate the aviation security requirement development in Hong Kong. Book Description :

This volume presents new theoretical insights, practical strategies, and policy initiatives in the rapidly evolving field of global supply chain security. As businesses, governments, and society at large have become increasingly dependent on a global network to provide goods and services, protecting global supply chains has become an issue of vital importance for industries, nations, and regions. The "supply chain" encompasses all the links connecting a manufacturer to end users of its products. Links may take the form of plants, supplier warehouses, vendor facilities, ports or hubs, retail warehouses or facilities, and outbound shipping centers. Links also involve all the ways goods are moved-by truck, ship, airplane, or rail car. A great deal can go wrong in the supply chain due to company or systemic mismanagement and inefficiency, criminal activity, employee or technology errors, or terrorism, to name just a few of the threats. Then there are government regulation, industry or association oversight, and security agencies (both public and private) keeping track. Globalization, stricter security regimes, and increasingly sophisticated criminal activity have made cross-border cargo movements more complex, putting the integrity of end-to-end supply chains at much greater risk. This is why the security of the supply chain has become such an important issue for business people: there is too much at stake to let problems proliferate or stagnate. It has been estimated, for example, that thieves now steal $50 billion in goods each year from various points along the supply chain. Synthesizing the most current research, practical application, and policy, Global Supply Chain Security covers a range of emerging topics—from risk assessment to technology deployment to continuity planning—and will serve as a useful resource for anyone concerned with supply chain security issues, including scholars, students, business executives and policymakers.

Book Description :

The Routledge Handbook of Public Aviation Law is the first book to incorporate a comprehensive analysis of Public Aviation Law – principally international, but also domestic law in a comparative context – in a single volume. International Law is pervasive in Aviation Law, and is incorporated into a number of major multilateral treaties (e.g., the Chicago Convention of 1944, for Public International Air Law). This is supplemented by various Annexes (promulgated by the International Civil Aviation Organization) and Conventions and Protocols (promulgated by States in diplomatic conferences). States then implement these international obligations in domestic laws that create aviation regulatory administrations that, in turn, promulgate regulations. Bringing together leading scholars in the field, this prestigious reference work provides a comprehensive and comparative overview of Public Aviation Law. It surveys the state of the discipline including contemporary and emerging areas of law, regulation, and public policy in air transportation. Each chapter begins with an overview of the international law applicable to the subject matter, followed, where appropriate, by a comparative examination of domestic statutes, regulations, and jurisprudence. The objective of the book is to identify and summarize existing areas within the context of international research, and to identify and highlight emerging areas. Both practical and theoretical in scope, the Routledge Handbook of Public Aviation Law will be of great relevance to scholars, researchers, lawyers, and policy makers with an interest in aviation law.
