Non-point source (NPS) pollution in the vadose zone (simply defined as the layer of soil extending from the soil surface to the groundwater table) is a global environmental problem. Characteristically, NPS pollutants are widespread and occasionally ubiquitous in extent, thus making remediation efforts difficult and complex; have the potential for maintaining a relatively long active presence in the global ecosystem; and may result in long?]term, chronic health effects in humans and other life forms. Similar to other global environmental issues, the knowledge and information required to address the problem of NPS pollutants in the vadose zone cross several technological and subdisciplinary lines: spatial statistics, geographic information systems (GIS), hydrology, soil science, and remote sensing. Cooperation between disciplines and scientific societies is essential to address the problem. Evidence of such cooperation was the jointly sponsored American Geophysical Union Chapman/Soil Science Society of America (SSSA) Outreach Conference that occurred in October 1997, entitled “Applications of GIS, Remote Sensing, Geostatistics, and Solute Transport Modeling to the Assessment of Non-Point Source Pollution in the Vadose Zone.” The objective of the conference and this book, which was developed from the conference, was to explore current multidisciplinary research for assessing NPS pollution in soil and groundwater resources.

Rapid advances in mathematics, computer science and molecular biology and chemistry have lead to the development in of a new branch of toxicology called Computational Toxicology. This emerging field is addressing the estimation and prediction of exposure risk and effects of chemicals based on experimental data, measured concentration and biological mechanisms and computational models of biological systems. Mathematical models are also being used to predict the fate and transport of substances in the environment. Because this area is still in its infancy, there has been limited application from governmental agencies to regulating controllable processes, such as registration of new chemicals, determination of estimated exposure and risk based limits and maximum acceptable concentrations in different compartments of the environment – ambient air, waters, soil and food products. However, this is soon to change as the ability to collect, analyze and interpret the required information is becoming increasingly more efficient and cost effective. Full implementation of the new processes have to involve education on both part of the experimentalists who are generating the data and the models, and the risk assessors who will use them to better protect human health and the environment.

The North Atlantic Treaty Organization (NATO) established the "Committee on the Challenges of Modern Society" (CCMS) at the November 1969 meeting of the North Atlantic Council. The CCMS was charged with developing meaningful environmen tal and social programs that complement other international pro grams, and with showing leadership, first, in solution of exist ing problems and, second, in development of long-range goals for environmental protection in the NATO sphere of influence and in other countries as well. A first Pilot Study on Air Pollution was initiated by the CCMS at its inaugural meeting in December 1969. The United States (Environmental Protection Agency) has been the pilot nation with the Federal Republic of Germany (Federal Minis try of the Interior) and Turkey (Scientific and Technical Rese arch Council) as co-pilot nations. The Pilot Study on Air Pollution was an action program de signed to demonstrate and encourage the utilization of existing knowledge for the development of air quality management programs. It entailed the demonstration of a systems approach to air quali ty management. Case studies have been carried out in Ankara, Turkey; Frankfurt, Federal Republic of Germany; St. Louis, U.S.; Oslo, Norway; and South Holland Region, The Netherlands (NATO/CCMS Report No. 6, Appendices A- E).
