In February of 1990, the balloting process for the IEEE proposed standard P1149.1 was completed creating IEEE Std 1149.1-1990. Later that summer, in record time, the standard won ratification as an ANSI standard as well. This completed over six years of intensive cooperative effort by a diverse group of people who share a vision on solving some of the severe testing problems that exist now and are steadily getting worse. Early in this process, someone asked me if 1 thought that the P1l49.l effort would ever bear fruit. 1 responded somewhat glibly that "it was anyone's guess". Well, it wasn't anyone's guess, but rather the faith of a few individuals in the proposition that many testing problems could be solved if a multifaceted industry could agree on a standard for all to follow. Four of these individuals stand out; they are Harry Bleeker, Colin Maunder, Rodham Tulloss, and Lee Whetsel. In that I am convinced that the 1149.1 standard is the most significant testing development in the last 20 years, I personally feel a debt of gratitude to them and all the people who labored on the various Working Groups in its creation.

China’s territorial disputes with India have been a matter of debate since 1950s. While China has amicably resolved boundary disputes with twelve out of its fourteen neighbouring countries, it is yet to resolve its boundary disputes with India and Bhutan as also its maritime disputes in the South China Sea and East China Sea. This volume looks at the complex dynamics of India–China boundary disputes which remains unresolved. It is still the biggest challenge to the relations between the two countries. From the Indian perspective securing Arunachal and the Indus Watershed is highly important. From the Chinese point of view Karakoram and Xinjiang–Tibet road must be respected. Secondary issues have always occupied a central and pivotal focus in the relations between India and China. This work also shows how British efforts to secure a defined and natural boundary began immediately after the creation of Jammu and Kashmir in 1846 after Amritsar treaty. In the eastern sector such an effort began only in the first decade of twentieth century. Relevant documents have been presented which examines the role of bureaucrats, diplomats, generals and surveyors. It examines the treaties, conventions, correspondence as well as internal debates between changing British officials and their conflicting British policies. Nehru refused Chou En Lai in 1960, which in turn led to the unilateralism in Chinese attitude after 1962. The volume breaks new ground by evaluating the differing policies, and explains how a secured boundary can ultimately be agreed upon. With one exception, the smooth silver-pink exterior was featureless. That one exception was a long, purplish-black, roughened discoloration that ran along one side for almost half of the ship's seventeen meters of length. It was the only external sign that the ship was dying. Inside the ship, the Nipe neither knew nor cared about the discoloration. Had he thought about it, he would have deduced the presence of the burn, but it was by far the least of his worries. The ship sang, and the song was a song of death. The internal damage that had been done to the ship was far more serious than the burn on the surface of the hull. It was that internal damage which occupied the thoughts of the Nipe, for it could, quite possibly, kill him.
