Interventions aimed to change behavior (so called nudges) are becoming more and more popular among policymakers. However, in order to be able to effectively use nudges, it is important to understand when and why people find them acceptable. The objective of this thesis is therefore to improve the understanding of when nudges are judged to be acceptable. The thesis focuses on a model for behavioral change. The model contains two parts, nudge technique and acceptance of nudges. Nudge technique refers to how the nudge is designed to function in regard to psychological mechanism and functionality. The nudge technique part of the model is expanded and problematized from an ethical perspective in the first part of this thesis, by exemplifying psychological mechanisms behind different techniques and explaining why they might be intrusive to individuals’ freedom of choice. In the second part of this thesis it is discussed why acceptance is an important component of making nudging legitimate and effective. This is followed by a discussion of how acceptance is empirically measured. The empirical part of the thesis is based on four papers which all use a quantitative online survey approach to study the judgements of nudges from the general public. Paper 1 was a first attempt to measure whether nudges which are common in the nudge literature are acceptable interventions according to the general public. We found that the nudges that were categorized as pro-self were more likely to be rated as acceptable and less likely to be perceived as intrusive to freedom of choice compared to pro-social nudges. Furthermore, the effect of decision styles and worldview on acceptance was explored. In paper 2, we explored whether the difference between acceptance found for pro-social nudges and proself nudges could be increased by framing nudges as beneficial for society or individuals. The framing had no effect on acceptance but, as in paper 1, pro-social nudges were found to be more intrusive to freedom of choice compared to pro-self framed nudges. Moreover, different nudge techniques had different rates of acceptance even with the same explicit goal for the nudges. In paper 3, we examined whether the alternative to nudges affects the perceived acceptability and intrusiveness of default-changing nudge techniques. The alternatives given to the nudges were either to enforce the intended behavioral change with legislation or to do nothing at all in order to change the behavior. We find no difference in aggregated acceptance, however, the judgements vary depending on individuals’ worldview. Paper 4 explored if the choice architect’s (the creator/proposer of the nudge) political affiliation affects acceptance rating for proposed nudge interventions and legislation. We find that acceptance of both nudges and legislation increases with the level of matching between people’s political orientation and the choice architect’s political affiliation. Taken together, the findings suggest that there is more to creating an acceptable nudge than to merely take a nudge technique that was acceptable in one context and apply it in another. Moreover, nudges that are rated as more beneficial towards individuals compared to society at large are in general more likely to be found acceptable and less intrusive to freedom of choice. It is important to have knowledge about the target population (e.g. their decision styles, world-views, and political orientation) to avoid backfires when implementing nudges.

All rights not granted by the above license are retained by the author. Abstract: Background: Unhealthy lifestyle are important contributors to chronic illness in Hong Kong and worldwide. Lifestyle modification, particularly improving healthy diet and physical activity, can prevent the development of various chronic illnesses, improve disease conditions, reduce the risk of complications and enhance the quality of life. Many behavioural models have been applied to achieve lifestyle modification, but the major limitation was that they mainly treated human behaviours as individual behaviours that were subsequent to rational thinking. Nudge theory, an advanced behavioral concept, proposed to change individual's motivation, incentives and decision making through non-direct suggestion and non-forced reinforcement. However, the application of Nudge theory has been challenged on the lack of evidence to prove its effectiveness, and its controversial framework for ethical analysis. Objectives: This review was to synthesize the empirical findings about the effectiveness of using nudge theory for lifestyle modification including healthy diet and physical activity. Methodology: Interventional and experimental studies that were conducted based on Nudge theory to change diet or physical activity was identified from the published literature. The studies were divided into two large groups according to outcome measured: healthy diet and physical activity, and they were systematically synthesized. The "nudges" used in these studies were categorized as six types of "nudges" summarized by "nudge unit" as "MINDSPACE" for further discussion. The type of "nudges" that were used in the studies and their effectiveness on changing diet and physical activity was abstracted. Results: Totally, nine articles that met the inclusion criteria were included. Five nudges were identified from the included studies, including Priming (P), Default (D), Salience & Affect (SA), Incentives (I) and Messenger & Norms (MN). It is found that the strategies and methods applied on the same nudge may have different effectiveness. Seven studies applied Priming (P) as nudge to motivate change in diet, which used two major strategies: "availability" and "accessibility." The evidence was strong that altering the availability of food presence could be effective to change food selection. The results of studies using accessibility were heterogeneous and contradictive with each other. Another three studies used different nudges including Default, Salience & Affect and Incentive. The effectiveness of Default (D) as nudge seemed to be blurry, and the sustainability remained questionable. The ethical consideration is always the primary pillar for applying nudging theory. As long as the applications are stick to necessary ethical concerns, the nudging model can be beneficial through mild "manipulation" rather than harmful. Conclusion: It has potential opportunity to carry out "libertarian paternalism" in Hong Kong. However, it is still a long way to take application of nudging model into regulation, legislation and daily practice. The evidences for each type of nudge were not consistent and enough. Besides, the monitoring and evaluation are not available yet. Future research can be focused on transferring these applications into real practice with an effective monitoring and evaluation system. "Behavioral scientists have discovered that people predictably behave in ways unlike perfectly rational agents or utility maximizers. For example, it has been found that when people make choices, the degree to which they best pursue their own welfare or conception of the good is often influenced by the circumstances surrounding that choice. Cass Sunstein, Richard Thaler, and many others have proposed that these circumstances be consciously shaped to take advantage of these predictable patterns of behavior to get people to make choices that are best for the chooser. Put otherwise, many have suggested that choosers be "nudged" into making better choices. Perhaps more importantly, governments have made policy in line with these proposals. Most notably the US and the UK have attempted to incorporate these findings of behavioral economics by creating what are popularly known as "Nudge Units". The UK's unit (the Behavioral Insights Team) has been credited with "getting the unemployed back into work faster, helping smokers give up tobacco, and motivating procrastinators to be more punctual in paying their taxes". Many are uncomfortable with the use of nudges. Detractors describe their use as manipulative, paternalistic, or violations of autonomy or self-authorship. I share many of these concerns. In this dissertation, I look to raise two new ways of objecting to the use of nudges. The chapters will proceed as follows. In this chapter, I clarify what counts as a nudge and respond to the objection that nudging is inevitable. In the next chapter, I argue on republican grounds that the use of nudges places choice architects in a position of domination over choosers. In case some degree of domination is permissible, I will also explore what elements would distinguish permissible from impermissible nudges on republican grounds. In chapter 3, I argue that nudges can threaten the status of our actions from qualifying as achievements; and for those that still qualify, the use of nudges can make them less valuable as achievements. In the penultimate chapter, I respond to a particular defense of the use of nudges: nudges are permissible because they help one to appreciate the reasons that one has. To respond to this defense, I adopt a contemporary account of reasons to show that one either does not have reason to do what one is nudged into doing or the nudge is causally redundant in helping one to appreciate reasons. I conclude by considering how the insights that motivate the nudge project can be permissibly used."--Chapter 1
