A comparison of the strategies for the management of radioactive waste is the subjet of the project Compas (Comparison of alternative waste management strategies for long-lived radioactive wastes). The project addressed the policies and strategies for the management of spent nuclear fuel (SNF) and long-lived radioactive wastes, namely high-level waste from processing (HLW) and long-lived low and intermediate level waste (LL-LILW) , that have been developed in many of the EU Member States, Switzerland and many of the applicant countries. The comparison reflects the status of the national strategies on 1 September 2003. The report of the project addresses four aspects: - the wastes to be managed and ways of changing their properties; - the issues that have played a major role in influencing the strategies that have been adopted; - generic strategies that have been adopted or are being considered; - the issues that have been important in determining the acceptability of waste management options to stakeholders outside the nuclear industry and the main elements of the processes associated with options that are being successfully implemented or are being proposed for the future. Nearly all the countries that have participated in the propject have adopted deep geological disposal as the preferred long-term management option for spent nuclear fuel (that is not consigned for reprocessing), high-Ievel waste and long-lived radioactive waste. This option has been selected on the basis that the safety of a store for an indefinite period cannot be established and all the options that involve placing the waste away from land masses are either prohibited by international conventions or the uncertainties are considered to be too great. However, there are different perceptions of the urgency for implementing deep geological disposal that depend on national policies and social, logistical and economic issues. The incorporation of the requirement for disposal in national legislation has been an important factor in its early implementation in some countries.

A systematic approach for alternative nuclear waste management assessment is prescribed for evaluating the fate and transport of radwaste in the environment and to man. The approach consists of a system of flow dynamic and waste transport models for the physical environment, transfer models to biota, and dose models to man. Flow dynamic and waste transport models are included for computing spatial-temporal variations of the flow field and radwaste concentration in subsurface aquifers, surface water regimes, estuaries/oceans, and the atmosphere. Transfer models are linked to flow dynamic and waste transport models to study the uptake from and to the physical environment of the waste by aquatic and terrestrial biota. Dose models are used to compute both the radwaste input to man and its effects on man. With these series of computations, the radiation dose from alternative nuclear waste management strategies can be computed. Coupled with the exposure and effect analysis, the approach should facilitate the selection of the best management methodologies among many alternatives.

Abstract: Radioactive waste inventory data are an important element in the development of a national radioactive waste management programme since these data affect the design and selection of the ultimate disposal methods. Inventory data are generally presented as an amount of radioactive waste under various waste classes, according to the waste classification scheme developed and adopted by the country or national programme in question. Various waste classification schemes have thus evolved in most countries, and these schemes classify radioactive waste according to its origin, to criteria related to the protection of workers or to the physical, chemical and radiological properties of the waste and the planned disposal method(s). The diversity in classification schemes across countries has restricted the possibility of comparing waste inventories and led to difficulties in interpreting waste management practices, both nationally and internationally. To help improve this situation, the Nuclear Energy Agency proposed to develop a methodology that would ensure consistency of national radioactive waste inventory data when presenting them in a common scheme. This report provides such a methodology and presenting scheme for spent nuclear fuel and for waste arising from reprocessing. The extension of the methodology and presenting scheme to other types of radioactive waste and corresponding management strategies is envisaged in a second phase
