The IEC 61850 standard is receiving acceptance worldwide to deploy Ethernet Local Area Networks (LANs) for electrical substations in a smart grid environment. With the recent growth in wireless communication technologies, wireless Ethernet or Wireless LAN (WLAN), standardized in IEEE 802.11, is gaining interest in the power industry for substation automation applications, especially at the distribution level. Low Voltage (LV) / Medium Voltage (MV) distribution substations have comparatively low time-critical performance requirements. At the same time, expensive but high data-rate fiber-based Ethernet networks may not be a feasible solution for the MV/LV distribution network. Extensive work is carried out to assess wireless LAN technologies for various IEC 61850 based smart distribution substation applications: control and monitoring; automation and metering; and over-current protection. First, the investigation of wireless LANs for various smart distribution substation applications was initiated with radio noise-level measurements in total five (27.6 and 13.8 kV) substations owned by London Hydro and Hydro One in London, ON, Canada. The measured noise level from a spectrum analyzer was modeled using the Probability Distribution Function (PDF) tool in MATLAB, and parameters for these models in the 2.4 GHz band and 5.8 GHz band were obtained. Further, this measured noise models were used to simulate substation environment in OPNET (the industry-trusted communication networking simulation) tool. In addition, the efforts for developing dynamic models of WLAN-enabled IEC 61850 devices were initiated using Proto-C programming in OPNET tool. The IEC 61850 based devices, such as Protection and Control (P & C) Intelligent Electronic Devices (IEDs) and Merging Unit (MU) were developed based on the OSI-7 layer stack proposed in IEC 61850. The performance of various smart distribution substation applications was assessed in terms of average and maximum message transfer delays and throughput. The work was extended by developing hardware prototypes of WLAN enabled IEC 61850 devices in the R & D laboratory at University of Western Ontario, Canada. P & C IED, MU, Processing IED, and Echo IED were developed using industrial embedded computers over the QNX Real Time Operating System (RTOS) platform. The functions were developed using hard real-time multithreads, timers, and so on to communicate IEC 61850 application messages for analyzing WLAN performance in terms of Round Trip Time (RTT) and throughput. The laboratory was set up with WLAN-enabled IEC 61850 devices, a commercially available WLAN Access Point (AP), noise sources, and spectrum and network analyzers. Performance of various smart distribution substation applications is examined within the developed laboratory. Finally, the performance evaluation was carried out in real-world field testing at 13.8 and 27.6 kV distribution substations, by installing the devices in substation control room and switchyard. The RTT of IEC 61850 based messages and operating time of the overcurrent protection using WLAN based communication network were evaluated in the harsh environment of actual distribution substations. The important findings from the exhaustive investigation were discussed throughout this work.

Abstract : There is an increasing need for wide-area high-speed communication, accurate estimations, and advanced protection functionalities in Smart Grid. IEC 61850 offers guidelines to implement publisher-subscriber based peer-to-peer communication framework within a substation, which is used to process measurement and control signals from bay level to station level within a substation. However, there is a need in developing relevant framework to extend the protocol beyond the substation level for wide-area control and protection applications. Similarly, IEEE C37.118 offers guidelines to implement Phasor Measurement Units (PMUs) and Phasor Data Concentrators (PDCs) to support Wide-Area Monitoring Protection and Control (WAMPAC). Existing phasor and frequency estimation algorithms in PMUs lack the ability to reflect dynamic changes in network and are slower for fast protection applications due to low reporting rates of the phasors and centralized PDC architectures which can have higher latency with a large number of PMUs. The main objectives of this dissertation are to achieve reliable and faster communication, accurate and faster phasor estimations, and novel protection schemes with dynamic network conditions. More specifically, this dissertation is at investigating the aspects of routing IEC 61850 into a wide-area network, evaluating the performance of the dynamic phasors obtained from routable IEC 61850 measurements as per IEEE C37.118 standards, and studying the routable IEC 61850 data for protection applications. The first objective is achieved by implementing a novel Virtual Local Area Network (VLAN) based architecture for routing IEC 61850 based Generic Objected Oriented Substation Event (GOOSE) messaging and Sampled Value (SV) measurements between substations which are on different local area networks (LAN). This scheme also offers a path towards utilizing protocol independent routing for larger networks. Case studies demonstrate that the proposed VLAN based routable GOOSE and SV framework is able to comply with the transfer time requirement for sending status and measurements over a wide-area network (WAN). Similarly, the case studies demonstrate the possibility of utilizing routable IEC 61850 for WAMPAC. The second objective is achieved by implementing dynamic phasor estimation algorithm, which is based on the Extended Kalman Filter (EKF). The results demonstrate that EKF based phasor estimation complies with IEEE C37.118 performance indices for steadystate and dynamic changes in the phasor estimation. Finally, the third objective is achieved by the use of SV information for out-of-step protection, islanding detection, and line-differential protection, which are some of the important protection functionalists in power grids. Cases studies assess the performance of the respective protection algorithms from the point of phasor estimation, asynchronous sampling of instantaneous measurements, and algorithm evaluation using real-time hardware-in-the-loop simulation.

Substations are a crucial element at the transmission and distribution level of electric power systems. The primary substation equipment (power transformers and high voltage switching equipment) is used to transfer and transform electric energy by stepping up or down the voltage in transmission substations. Secondary equipment (such as IEDs, Intelligent Electronic Devices) is used to control, protect and monitor primary equipment and the rest of the substation while relying on a variety of communication protocols. The IEC 61850 standard is a viable candidate for current Substation Automation Systems (SAS) as well as for future Smart Grid (SG) substations. SG is the next generation power grid, which aims to improve reliability and efficiency, reduce the cost of electric energy, and minimize environmental impacts. SG will be relying on effective and reliable communication, and the IEC 61850 standard shows the potential for providing such a communications framework. Currently, the delay performance evaluation of this standard has been carried out at the distribution level. At the transmission level, where data rates are high and there is a low latency requirement, this standard has yet to show its performance. In future Smart Grids, transmission substations will be part of a self-healing network that identifies the faults/blackouts and automatically connects/disconnects the feeders and re-routes power to ensure security of the grid. According to IEC 61850, the communication requirements for transmission substations will be more time-critical. In this work, the IEC 61850's delay performance is evaluated at a transmission substation between different bays in the case of one outgoing feeder's failure. OPNET software is used as a simulation tool. In OPNET, devices such as Analog Merging Units (MUs) and IEDs were implemented according to the IEC 61850 standard. Delay performance for Generic Object Oriented Substation Events (GOOSE) messages is evaluated in terms of End-to-End (ETE) GOOSE message delay, with/without Virtual Local Area Network (VLAN) attributes according to IEEE 802.1Q and with/without Quality of Service (QoS) attributes according to IEEE 802.1p.

In recent years, reliability evaluation of substation automation systems has received a significant attention from the research community. With the advent of the concept of smart grid, there is a growing trend to integrate more computation and communication technology into power systems. This thesis focuses on the reliability evaluation of modern substation automation systems. Such systems include both physical devices (current carrying) such as lines, circuit breakers, and transformers, as well as cyber devices (Ethernet switches, intelligent electronic devices, and cables) and belong to a broader class of cyber-physical systems. We assume that the substation utilizes IEC 61850 standard, which is a dominant standard for substation automation. Focusing on IEC 61850 standard, we discuss the failure modes and analyze their effects on the system. We utilize reliability block diagrams for analyzing the reliability of substation components (bay units) and then use the state space approach to study the effects at the substation level. Case study is based on an actual IEC 61850 substation automation system, with different network topologies consideration concluded. Our analysis provides a starting point for evaluating the reliability of the substation and the effects of substation failures to the rest of the power system. By using the state space methods, the steady state probability of each failure effects were calculated in different bay units. These probabilities can be further used in the modeling of the composite power system to analyze the loss of load probabilities. "Electricity has become not only an essential element to people's everyday life but also the most important power source to most industries and businesses. The continuously increasing demand of electricity consumption has resulted in a consistent expansion of power grid as it was seen in the past few decades. This in turn has dramatically increased the cost of electricity during the same period in Australia. In contrast, the recently recorded low economic activities and significant growth of rooftop photovoltaic has led to a reduction in the forecasted electricity demand in Australia. This has resulted a reduced number of network augmentation projects for most electric utilities across the country. Instead, the substation refurbishment work has become the focus for most electric utilities in the foreseeable future. Such sharp turning point of trend has placed an enormous challenge in front of electric utilities on how to make the power system operation more cost effective and preserve a high level of reliability and security. In response to the challenge, the integration of advanced technologies with the existing power system has been recognised as a viable solution. The international standard IEC 61850 for substation communication system has gained momentum globally to be implemented in power utility automation systems. The flexibility and vendor independent feature of the standard inspired a range of innovative approaches for power grid projects including substation refurbishment work. This research aims to develop and verify a vendor independent device, which is named as substation event monitor, with the capability of interfacing the legacy and existing substation automation system equipment to the modern intelligent electronic devices (IEDs) over Ethernet network in a non-intrusive and cost effective manner. The substation event monitor is also equipped with the ability of providing synchronised time information at the accuracy level of ±1 microsecond over the same communication infrastructure via IEEE 1588 standard, also called the Precision Time Protocol (PTP). The created device is suitable for substation refurbishment work and has the potential in many other utility applications, such as network state estimation and substation commissioning. This thesis takes a bottom-up approach to the form of information on the construction and verification of substation event monitor. It begins with the provision of the critical review on the detailed knowledge of both international standards of IEC 61850 and IEEE 1588. This work was needed because there is lack of concise, publicly available and informative material on these complex standards for power utility engineers. The thesis is then expanded with the in-depth design information on the developed prototype of substation event monitor. Finally, the verification results of the prototype device were produced at both component level and system level in this thesis. The provision of the comprehensive knowledge of the prototype device will deliver confidence to utility engineers in considering the adoption of substation event monitor as a low cost, non-intrusive, IEC 61850 compatible and synchronised IED that meets the needs of substation refurbishment work and other potential power utility applications." -- abstract, pages ii-iii.

In IEC 61850, Generic Object-Oriented Substation Event (GOOSE) message which provides communication services model and specific methods of implementation to meet the requirements of realtime communication. IEC 61499 Function Blocks is a software component model which designs for distributed, embedded and control system. It provides the platform of designing distributed applications based on substation automation system. The aim of Function Blocks is to develop the component-based tools for the new generation of automation system and achieve multi-platform on the development of automation substation applications. The integration of IEC 61850 GOOSE message and IEC 61499 function blocks would realize the interoperability between different manufacturers and achieve the high requirement of development of substation automation system on data communication. This thesis presents how IEC 61850 GOOSE messaging realizes communication between the software components of IEC 61499 function blocks based on publisher/subscriber model. In this thesis, GOOSE control block model and mechanism of GOOSE message will be explained and analysed first. Then the abstract communication service and specific communication service mapping will be introduced for the implementation of GOOSE message with function blocks. WinPcap is utilized to provide application programming interface (API) for GOOSE publisher and subscriber to build GOOSE message communication between function blocks. Simulation and tests demonstrate the GOOSE publisher and subscriber function blocks communicate GOOSE message in diverse scenarios.
