To maintain economical, full rate operation of the nuclear reactor, its thermal energy available when power demand is low could be diverted into making synthetic vehicle fuels of various types. Nuclear hybrid energy systems are a possible solution for contemporary energy challenges. Nuclear energy produces electricity without greenhouse gas emissions. However, nuclear power production is not as flexible as electrical grids demand and renewables create highly variable electricity. Nuclear hybrid energy systems are able to address both of these problems. Wasted heat can be used in processes such as desalination, hydrogen production, or biofuel production. This research explores the possible uses of nuclear process heat in bio-oil production via biomass pyrolysis. The energy conversion loop is a testbed designed and built to mimic the heat from a nuclear reactor. Small scale biomass pyrolysis experiments were performed and compared to results from the energy conversion loop tests to determine future pyrolysis experimentation with the energy conversion loop. Further improvements must be made to the energy conversion loop before more complex experiments may be performed. The current conditions produced by the energy conversion loop are not conducive for current biomass pyrolysis experimentation.

Tightly coupled nuclear-renewable hybrid energy systems (N-R HESs) are an option that can generate zero-carbon, dispatchable electricity and provide zero-carbon energy for industrial processes at a lower cost than alternatives. N-R HESs are defined as systems that are managed by a single entity and link a nuclear reactor that generates heat, a thermal power cycle for heat to electricity conversion, at least one renewable energy source, and an industrial process that uses thermal and/or electrical energy. This report provides results of an analysis of two N-R HES scenarios. The first is a Texas-synthetic gasoline scenario that includes four subsystems: a nuclear reactor, thermal power cycle, wind power plant, and synthetic gasoline production technology. The second is an Arizona-desalination scenario with its four subsystems a nuclear reactor, thermal power cycle, solar photovoltaics, and a desalination plant. The analysis focuses on the economics of the N-R HESs and how they compare to other options, including configurations without all the subsystems in each N-R HES and alternatives where the energy is provided by natural gas.

Nuclear Renewable Oil Shale Systems (NROSS) are a class of large Hybrid Energy Systems in which nuclear reactors provide the primary energy used to produce shale oil from kerogen deposits and also provide flexible, dispatchable electricity to the grid. Kerogen is solid organic matter trapped in sedimentary shale, and the formations of kerogen oil shale in the western United States are the largest and densest hydrocarbon resource on the planet. When heated above 300 °C, kerogen decomposes into oil, gas, and char. NROSS couples electricity and transportation fuel production in a single operation, reduces lifecycle carbon emissions from the fuel produced, improves economics for the nuclear plant, and enables a major shift toward a very-low-carbon electricity grid. The nuclear reactor driving an NROSS system would operate steadily at full power, providing steam for shale heating in closed steam lines when the price of electricity is low and electricity to the grid when the price of electricity is high. Because oil shale has low thermal conductivity, heat input to the shale can be cycled as needed without disrupting the steady increase in average temperature. The target average shale temperature of 350 °C would be reached over 2 years using two heating stages in the baseline configuration driven by light water reactors. First stage heating brings the shale to an intermediate temperature, assumed to be 210 °C in this study. The second heating stage isolates the steam delivery line from the reactor and uses electricity, purchased when prices are low, to increase steam temperature and bring the shale to 350 °C. This capacity to absorb low price electricity mitigates the tendency for electricity prices to collapse to zero, or potentially negative values, during periods of peak wind and solar output. The analysis herein shows that liquid fuels produced by a baseline NROSS would have the lowest life cycle greenhouse gas impact of any presently available fossil liquid fuels and that operation as part of an NROSS complex would increase reactor revenues by 41% over a stand-alone baseload reactor. The flexible, dispatchable electricity provided by NROSS could also enable the transition to a very-low-carbon grid in which renewables are widely deployed and the NROSS provides variable output to balance their uncontrolled output to meet demand. Fully deployed, NROSS could require tens or hundreds of reactors. Large fleet operations and local mass production of the necessary hardware could bring about substantial reductions in system cost as development proceeds, potentially offering a pathway to jump start and maximize the realization of the mass production cost savings envisioned for small modular reactors. The development pathway to achieve large scale NROSS deployment will be complicated, however, requiring involvement from many government agencies, a demonstration system, and a complex commercialization effort with partnered nuclear vendors, utilities, and petroleum system developers.

The United States is in the midst of an energy revolution, spurred by advancement of technology to produce unprecedented supplies of oil and natural gas. Simultaneously, there is an increasing concern for climate change attributed to greenhouse gas (GHG) emissions that, in large part, result from burning fossil fuels. An international consensus has concluded that the U.S. and other developed nations have an imperative to reduce GHG emissions to address these climate change concerns. The global desire to reduce GHG emissions has led to the development and deployment of clean energy resources and technologies, particularly renewable energy technologies, at a rapid rate. At the same time, each of the major energy sectors--the electric grid, industrial manufacturing, transportation, and the residential/commercial consumers-- is increasingly becoming linked through information and communications technologies, advanced modeling and simulation, and controls. Coordination of clean energy generation technologies through integrated hybrid energy systems, as defined below, has the potential to further revolutionize energy services at the system level by coordinating the exchange of energy currency among the energy sectors in a manner that optimizes financial efficiency (including capital investments), maximizes thermodynamic efficiency (through best use of exergy, which is the potential to use the available energy in producing energy services), reduces environmental impacts when clean energy inputs are maximized, and provides resources for grid management. Rapid buildout of renewable technologies has been largely driven by local, state, and federal policies, such as renewable portfolio standards and production tax credits that incentivize investment in these generation sources. A foundational assumption within this program plan is that renewable technologies will continue to be major contributors to the future U.S. energy infrastructure. While increased use of clean renewable technologies will aid in achieving reduced GHG emissions, it also presents new challenges to grid management that must be addressed. These challenges primarily derive from the fundamental characteristics of variable renewable generators, such as wind and solar: non-dispatchability, variable production, and reduced electromechanical inertia. This document presents a preliminary research and development (R & D) plan for detailed dynamic simulation and analysis of nuclear-renewable hybrid energy systems (N-R HES), coupled with integrated energy system design, component development, and integrated systems testing. N-R HES are cooperatively-controlled systems that dynamically apportion thermal and/or electrical energy to provide responsive generation to the power grid.
