On September 13-15, 1988, the pavements division of the Office of Engineering and Highway Operations Research and Development of the Federal Highway Administration (FHWA) hosted a load equivalency workshop. The workshop, which took place at the FHWA Turner-Fairbank Highway Research Center in McLean, Virginia, had three objectives: To improve knowledge concerning pavement dynamic loads and their subsequent pavement response. To review the FHWA approach to load-axle equivalent factors. To select the most promising future research approach for this area. The workshop brought together approximately 70 experts in truck/pavement interaction or related fields from six countries. The participants represented federal and state agencies, universities, the tire and vehicle manufacturing industries, and independent consulting groups. The conference was divided into four half-day sessions that dealt with vehicle dynamics, tires, pavement response and load equivalence models. About five invited speakers addressed assigned topics in each workshop followed by group discussion. This report highlights the speeches and exchange. The final report will publish the papers presented at the workshop.
