As we are moving ahead into the 21st century, our hunger for cost effective and environmentally friendly energy continues to grow. The Energy Information Administration of US has forecasted that only in the first two decades of the 21st century, our energy demand will increase by 60% compared to the levels at the end of the 20th century. Fossil fuels have been traditionally the major primary energy sources worldwide, and their role is expected to continue growing for the forecasted period, due to their inherent cost competitiveness compared to non-fossil fuel energy sources. However, the current fossil energy scenario is undergoing significant transformations, especially to accommodate increasingly stringent environmental challenges of contaminants like sulfur dioxide, nitrogen oxides or mercury, while still providing affordable energy. Furthermore, traditional fossil fuel utilization is inherently plagued with greenhouse gas emissions from combustion, especially carbon dioxide from stationary sources as well as from mobile sources. Should worldwide government policies dictate a reduction of greenhouse gas emissions, such as proposed by the Kyoto Protocol and the implementation of carbon taxes, fossil fuels would lose their significant competitive appeal in favor of nuclear energy and renewable energy sources. However, the current non-fossil fuel energy share of the worldwide energy market is merely below 15%, and therefore, it is more likely that fossil fuel energy producers would adapt to the new requirements by developing and implementing emission control technologies, and emission trades among other strategies.

The increased demand on fossil fuels for energy production has resulted in expanded research and development efforts on direct use of fossil fuels and conversion of fossil fuels into synthetic fuels. These efforts have focused on the efficiency of the energy production and/or conversion processes, and of the emission control technology, as well as delineation of the health and environmental impacts of those processes and their by-products. A key ingredient of these studies is the analytical capability necessary to identify and quan tify those chemicals of interest in the process and by-produce streams from coal combustion, oil shale retorting, petroleum refin ing, coal l1quifaction and gasification. These capabilities are needed to analyze a formidable range of materials including liquids, solids, gases and aerosols containing large numbers of criteria and pollutants including potentially hazardous polynuclear aromatic hy drocarbons, organo-sulfur and organo-nitrogen species, trace elements and heavy metals, among others. The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources. During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem. The combustion of fossil fuels emits massive amounts of CO2 which need to be covered by means of limited emission permits. Coal is the fossil fuel which on the one hand is provided with the largest reserves (thus assuring future fuel availability at comparably low costs) but is on the other hand emitting the largest amount of CO2 per MWhel. Therefore, technologies to capture and store that CO2 are under development. Those technologies come with significantly higher capital cost for the plants and high energy losses in generation. Consequently, high carbon prices are required to incentivize investment into that innovative technology. But the adoption and diffusion of innovations is not only a question of financial incentives. As on other markets, the market for innovation is characterized by potential failures which may impede or prevent the successful diffusion of advanced technologies. The following thesis first provides an overview about the innovative technologies to capture CO2 from large scale sources just reaching demonstration phase. Second, innovation from an industrial organizational point of view is analyzed. The focus here is set on market failures for innovation, in particular with respect to market failures which interact with failures on the market for pollution control. Third, a model is introduced which simulates the adoption and diffusion of Carbon Capture and Storage (CCS) in a two player Cournot game. The producers are subject to emission control and can choose among several technologies to comply with that constraint. The analysis shows that producers prefer a significant reduction in output and profit instead of investing into the expensive technology. The situation changes as nuclear energy production is phased out and learning effects are introduced. This indicates that a switch to environmentally friendly technologies needs strong policy support by stringent emission limits as well as by R&D support and public financed demonstration projects. In extreme cases in which one player is initially equipped with a high share of coal while the other is nuclear based, no symmetric market shares develop. Then, despite being subject to a higher level of emission control, the fossil fuel based player dominates the market over a long time.
