After steadily declining for over a decade, global hunger is on the rise again, while various forms of malnutrition coexist. Climate change is already exacerbating this grim picture, which is why food security and food production will be a major focus of the Intergovernmental Panel on Climate Change’s 6th Assessment Cycle. Thanks to the participation of 250 experts from all around the world, the International Symposium on Food Security and Nutrition in the Age of Climate Change highlighted the importance of food and agricultural systems in the fight against climate change and presented concrete multi-sector solutions to address this global issue. The event placed special emphasis on the regional realities of West Africa and the Canadian North, as well as to the presence of young people and members of Indigenous and Northern communities directly affected by these issues. The summaries of these four days of plenaries, interactive workshops, and special events have been grouped under seven major themes for this publication: 1) Climate change, food security and nutrition: the issues; (2) The agriculture sectors in the context of climate change; (3) Food systems in the face of climate change; (4) Natural resources: challenges and solutions; (5) Food security and nutrition in a changing North; (6) Summary of solutions; (7) Strengthening and adapting regional and international cooperation.

The past few decades have seen dramatic improvements in the region in access to food, reduction in stunting rates, in premature death and disability caused by communicable, maternal, neonatal, and nutritional diseases. However, the gains in the fight against hunger and malnutrition have reversed in the wake of conflicts and violence that have spread in many parts of the region in the last decade. Today, nearly 55 million people in the Arab States, 13.2 percent of the population, are hungry and the situation is particularly worrying in countries affected by conflicts and violence: Iraq, Libya, Somalia, Syria, Sudan, and Yemen. Displacements and forced migration are widespread in the region, especially among the growing youth population segment. Many countries carry a double burden of malnutrition, including overweight and obesity and undernutrition. A high or very high prevalence of stunting in children under the age of five persists in nearly half of the Arab States, while anaemia is a severe public health issue in certain countries. The trends of overweight and obesity continue to worsen for children and adults. Beyond these numbers, the report explores food systems in the Arab States and the policies that support them. It also explores how the latter have contributed to poor nutritional outcomes by failing to make safe and diversified healthy diets available to all. While there has been significant progress in policies designed to reduce caloric deficiencies in the population, the policy reaction to address existing malnutrition problems, particularly in relation to overweight and obesity,

The Regional Overview of Food Security and Nutrition in Europe and Central Asia 2018 provides new evidence for monitoring trends in food security and nutrition within the framework of the 2030 Sustainable Development Agenda. The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review of recent policy measures taken to address food security and nutrition in all its dimensions. The Europe and Central Asia (ECA) region encompasses great economic, social and environmental diversity, and its countries are facing various food security and nutrition challenges. While they have made significant progress in reducing the prevalence of undernourishment over the past two decades, new evidence shows a stagnation of this trend, particularly in Central Asia. Malnutrition in one or more of its three main forms – undernutrition, micronutrient deficiencies, and overweight and obesity – is present to varying degrees in all countries of the region. Often, all three forms coexist, creating what is called the “triple burden of malnutrition.” Overweight among children and obesity among adults continue to rise – with now almost one-fourth of the region’s adults obese – and constitute a significant concern for future health and well-being and related costs. While poverty levels in most ECA countries have been declining in recent years, poverty coupled with inequality has led to increased vulnerability of disadvantaged groups and populations in rural and remote areas of low- and lower-middle-income countries. New analysis shows that adult women have a higher prevalence of severe food insecurity than men in some areas, pointing to gender inequalities that are reflected in access to food. Addressing gender and other inequalities is key to achieving the Sustainable Development Goals and heeding the call to “leave no one behind.” The publication’s focus this year is on migration, gender and youth and the linkages with rural development and food security in Europe and Central Asia. Migration is linked in multiple ways to gender, youth, and agricultural and rural development – both as a driver and possible source of development opportunities, with labour migration and remittances playing significant roles in the region. Changing migration processes need to be fully understood to better address the challenges of migration and harness the potential benefits for sustainable development and revitalized rural areas. Governments, public and private institutions, communities and other concerned parties must strengthen collaboration and scale up efforts towards achieving the goals of a thriving, healthy and food-secure region.

Trade in agricultural products has expanded almost threefold in value terms over the past decade and is expected to continue to increase over the coming years. Policy makers formulating trade policies must prioritize long-term structural transformation objectives over short-term political or commercial interests. This guidance note aims to support policy makers and agriculture stakeholders in promoting greater coherence between trade and agricultural policies and identifying the policy space within trade agreements for developing countries to address food security concerns. It also discusses the appropriateness of different trade policy measures in improving foo d security.

The persistence of an unacceptably high level of hunger and malnutrition worldwide presents a serious challenge to the world on the threshold of the third millenium. Although enough food is produced to feed mankind, about 840 million people go hungry; among them are 185 million pre-school children that are severely underweight for their age.
