The Southern African Development Community (SADC) and its Member States are making renewed efforts to revive agriculture in the region. Given that much of it is water-stressed, appropriate and sustainable land and water management practices are vital to achieving this objective. Recognising this, SADC's Land and Water Management Applied Research and Training Programme has convened two scientific symposiums. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together R&D practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policy-makers as well as the region's small-scale farmers. The edited contributions to the first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). The Southern Africa region has experienced more than its fair share of problems in recent years. Just when it seemed that the hardships wrought by the devastating cycle of droughts and floods of 2000 to 2002 were a thing of the past, other problems emerged. At one level, there have been the weak and often erratic governance mechanisms and political crises in some countries of the region, leading to severe disruptions in agricultural production to the point that supplies and markets have virtually disappeared. At another level, socio-cultural rigidities have often militated against the adoption of efficient farming practices, resulting in sub-optimal choices that lock smallholders into a low equilibrium trap. In the face of the disappearing supplies and missing markets, these have engendered hyper-inflationary trends of a magnitude unknown anywhere else in the world. But in the midst of all this apparent dreariness, cases are emerging from which immense lessons can be drawn. This book assembles a collection of research papers based on studies completed in 2008 and 2009 in Southern Africa that examine various dimensions of the institutional constraints small farmers are facing in the region and how they are going about dealing with them. The papers draw from these diverse and polar experiences and present some theoretical and practical insights that should form the basis for more in-depth, country-level, sector-specific analyses, focusing mainly on citrus, horticultures, cotton and livestock. The long-term reduction of hunger and poverty in Sub-Saharan Africa remains one of the great challenges for the international development community. Eliminating hunger and promoting widespread growth in the region inevitably involves agriculture, given its central role in the region’s economies. Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.
