Independence and Deterrence , commissioned by the United Kingdom Atomic Energy Authority, continues the story of Britain's atomic project begun in Britain and Atomic Energy 1939-1945 , and covers the years from 1945 to the first British bomb test at the end of 1952. Volume 1 studies policy making at the highest levels - the strategic, political and international considerations, the administrative and constitutional machinery. It shows how and why Britain decided to make atomic bombs and follows traumatic negotiations for Anglo-American atomic collaboration and their effect on Britain's relations with Europe and the Commonwealth. There is important material on Anglo-Canadian affairs. The book sheds new light on Britain's rights to consultation on any American use of atmoic bombs. Volume 2 studies the execution of the project. It analyses the cost of the project in money and manpower, the problems of health and safety, secrecy and security, the relationship between government and private industry. Above all it gives a 'nuts and bolts' description of the work of the scientists and engineers in carrying out - with great success - a complex technological project operating on the furthest frontiers of knowledge, which culminated in making and testing the Mark I weapon. There is an illuminating chapter on the origins of Britian's nuclear power programme and her choice of reactor. These chapters emphasise not only ecomomic, managerial and technological aspects, but also the great influence of personalities. This is the first peacetime official history to be authorised for publication. It has been written with free access to official documents and very little has been modified or omitted on public interest grounds. Most of the material is completely new. Ronald Clark wrote of Britain and Atomic Energy , '[Mrs Gowning] has been able to let cats out of bags by the litterful'. This is even more true of Independence and Deterrence.

How much 'say' should employees have in the running of business organizations, and what form should the 'voice' take? This is both the oldest and latest question in employment relations. Answers to these questions reflect our fundamental assumptions about the nature of the employment relationship, and inform our views on almost every aspect of Human Resource Management (HRM) and Employment Relations. Voice can also mean different things to different people. For some, employee voice is a synonym for trade union representation which aims to defend and promote the collective interests of workers. For others voice, is means of enhancing employee commitment and organisational performance. Others advocate workers control as an alternative to conventional capitalist organisations which are run for shareholders. There is thus both a moral and political argument for a measure of democracy at work, as well as a business case argument, which views voice as a potential link in the quest for increased organisational performance. The key debate for employment relations is which of the approaches 'works best' in delivering outcomes which balance competitiveness and productivity, on the one hand, and fair treatment of workers and social justice on the other. This innovative book traces the history of ideas and policymaking concerning population growth and infant and maternal welfare in Caribbean colonies wrestling with the aftermath of slavery. Focusing on Jamaica, Guyana, and Barbados from the nineteenth century through the 1930s, when violent labor protests swept the region, Juanita De Barros takes a comparative approach in analyzing the struggles among former slaves and masters attempting to determine the course of their societies after emancipation. Invested in the success of the "great experiment" of slave emancipation, colonial officials developed new social welfare and health policies. Concerns about the health and size of ex-slave populations were expressed throughout the colonial world during this period. In the Caribbean, an emergent black middle class, rapidly increasing immigration, and new attitudes toward medicine and society were crucial factors. While hemispheric and diasporic trends influenced the new policies, De Barros shows that local physicians, philanthropists, midwives, and the impoverished mothers who were the targets of this official concern helped shape and implement efforts to ensure the health and reproduction of Caribbean populations in the decades before independence.
