Book Description :

Ensuring National Biosecurity: Institutional Biosafety Committees reviews the various responsibilities and associated challenges Institutional Biosafety Committees (IBCs) face and proposes changes that may help improve this system and increase national biosecurity and worker safety. In recent years IBCs in academic and other institutions have been tasked with increasing levels of responsibility, overseeing work with recombinant genetic material and hazardous agents. IBC members often lack the training to effectively ensure that the work performed is truly safe for scientists and the general community, and so increasingly rely upon the expertise of the researchers themselves. With the proposed US dual-use research policies soon to be implemented, this strain may increase. This book provides readers with the necessary information to be able to enhance national biosecurity within the US, EU, Australia, New Zealand, Japan and more. Ensuring National Biosecurity is as an invaluable reference for biosafety professionals or for researchers who need to understand the regulatory landscape that impacts their research. Examines and assesses the current state of Institutional Biosafety Committees (IBCs) Collates contributions from world-renowned experts in fields as diverse as research compliance, law and astrobiology Reflects an international perspective on regulatory biosecurity and biosafety

Book Description :

Arranging the transportation of animals at research facilities is often an ordeal. There is a confusing patchwork of local, national, and international regulations; a perceived lack of high-quality shipping services; a dearth of science-based good practices; and a lack of biosafety standards. It's a challenge â€"and an impediment to biomedical research. Guidelines for the Humane Transportation of Research Animals identifies the current problems encountered in the transportation of research animals and offers recommendations aimed at local and federal officials to rectify these problems. This book also includes a set of good practices based on the extensive body of literature on transportation of agricultural animals, universal concepts of physiology, and a scientific understanding of species-specific needs and differences. Good practices were developed by the committee to address thermal environment, space requirements, food and water requirements, social interaction, monitoring of transportation, emergency procedures, personnel training, and biosecurity. Guidelines for the Humane Transportation of Research Animals is an essential guide for all researchers, animal care technicians, facilities managers, administrators, and animal care and use committees at research institutions.

Book Description :

Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. Improving Food Safety Through a One Health Approach: Workshop Summary covers the events of the workshop and explains the recommendations for future related workshops.

Book Description :

Biosecurity aims to facilitate the implementation of international obligations related to international trade and the protection of human, animal and plant life and health as well as the environment. It looks at the coordination of sectoral regulatory authorities in order to manage biological risks for food and agriculture in an efficient and holistic manner. Upgraded legislation is needed to align national laws to international standards and to enhance institutional coordination. Countries require comprehensive and consistent national legal frameworks for Biosecurity in order to implement effective controls, increase cost effectiveness and improve consistency across sectors. Reviewing and assessing what legislation is in place is the first step toward implementing a Biosecurity approach. It is not an easy exercise as the normative and functional components of Biosecurity are often found in a plethora of laws and regulations. Based on the six pilot country studies, this text develops an analytical methodology to review and assess national legal frameworks for Biosecurity.

Book Description :

This toolkit provides practical guidance and support to develop and implement national biosecurity frameworks at the country level. It presents the benefits of a harmonized and integrated approach to biosecurity and illustrates the experiences of countries, including Belize, Norway and New Zealand, which have adopted such an approach in recent times. By providing a framework to identify cross-cutting biosecurity capacity needs based on an integrated approach, this toolkit addresses the gaps inherent in a purely sectoral approach to biosecurity. The purpose is to support governments to better manage biosecurity as a means to protect public health, agricultural production and the environment. At the same time, this will enhance the ability of countries to comply with international agreements, regulations and requirements focused on sanitary and phytosanitary measures, contributing to economic development and trade.

Book Description :

On October 17, 2014, spurred by incidents at U.S. government laboratories that raised serious biosafety concerns, the United States government launched a one-year deliberative process to address the continuing controversy surrounding so-called "gain-of-function" (GOF) research on respiratory pathogens with pandemic potential. The gain of function controversy began in late 2011 with the question of whether to publish the results of two experiments involving H5N1 avian influenza and continued to focus on certain research with highly pathogenic avian influenza over the next three years. The heart of the U.S. process is an evaluation of the potential risks and benefits of certain types of GOF experiments with influenza, SARS, and MERS viruses that would inform the development and adoption of a new U.S. Government policy governing the funding and conduct of GOF research. Potential Risks and Benefits of Gain-of-Function Research is the summary of a two-day public symposia on GOF research. Convened in December 2014 by the Institute of Medicine and the National Research Council, the main focus of this event was to discuss principles important for, and key considerations in, the design of risk and benefit assessments of GOF research. Participants examined the underlying scientific and technical questions that are the source of current discussion and debate over GOF research involving pathogens with pandemic potential. This report is a record of the presentations and discussion of the meeting.

Book Description :

The 2nd International Forum on Biosecurity, held in Budapest, Hungary on March 30 - April 2, 2008, represents the efforts of a number of individuals and organizations, over the last five years, to engage the international community of life scientists in addressing how to reduce the risk that the results of their work could be used for hostile purposes by terrorists and states. The participants who gathered in Budapest were already engaged in this challenging task, and, therefore, the focus of the meeting was on what had been accomplished and what challenges remained. There was no attempt to achieve consensus, since there exist real and important differences among those involved concerning the appropriate policies and actions to be undertaken. But there was a serious effort to identify a range of potential next steps, and also an effort to identify opportunities where international scientific organizations could make substantive contributions and offer their advice and expertise to policy discussions. The Forum's presentations, discussions, and results are summarized in this book.

Book Description :

Health Reform Policy to Practice: Oregon as a Case Study for a Path to a Comprehensive and Sustainable Health Delivery Model offers a real world example of an innovative, successful and comprehensive program conducted by the U.S. State of Oregon. In 1991, Oregon embarked on a journey to improve health for all its citizens by radically re-thinking how to approach health care for long-term benefits. Over more than two decades, Oregonians have participated in a dialogue to create a new approach to solve the dilemma of providing high quality health care that is affordable and effective. Traditionally, health care reform looked at cutting people from care, cutting provider rates or cutting services. Oregon’s approach is unique in that it built a new system of delivery from the ground (community) up. The Oregon model took a “Fourth Path to health care by redesigning the clinical delivery system through reducing waste, improving individual health and prevention, and therefore reducing utilization of services, creating local accountability, aligning financial incentives and creating fiscal accountability. This is not only an Oregon story, but a national one as other states, payers and purchasers implement health care reform. Written by content experts who have been actively involved in health care reform efforts Provides clear translation of current information and experience to implementation Explores the potential impact of the Oregon experience on national and international health care reform efforts

Book Description :

During July 10-13, 2011, 68 participants from 32 countries gathered in Istanbul, Turkey for a workshop organized by the United States National Research Council on Anticipating Biosecurity Challenges of the Global Expansion of High-containment Biological Laboratories. The United States Department of State's Biosecurity Engagement Program sponsored the workshop, which was held in partnership with the Turkish Academy of Sciences. The international workshop examined biosafety and biosecurity issues related to the design, construction, maintenance, and operation of high-containment biological laboratories- equivalent to United States Centers for Disease Control and Prevention biological safety level 3 or 4 labs. Although these laboratories are needed to characterize highly dangerous human and animal pathogens, assist in disease surveillance, and produce vaccines, they are complex systems with inherent risks. Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories summarizes the workshop discussion, which included the following topics: Technological options to meet diagnostic, research, and other goals; Laboratory construction and commissioning; Operational maintenance to provide sustainable capabilities, safety, and security; and Measures for encouraging a culture of responsible conduct. Workshop attendees described the history and current challenges they face in their individual laboratories. Speakers recounted steps they were taking to improve safety and security, from running training programs to implementing a variety of personnel reliability measures. Many also spoke about physical security, access controls, and monitoring pathogen inventories. Workshop participants also identified tensions in the field and suggested possible areas for action.

Book Description :

Based on a series of regional meetings on university campuses with officials from the national security community and academic research institutions, this report identifies specific actions that should be taken to maintain a thriving scientific research environment in an era of heightened security concerns. Actions include maintaining the open exchange of scientific information, fostering a productive environment for international scholars in the U.S., reexamining federal definitions of sensitive but unclassified research, and reviewing policies on deemed export controls. The federal government should establish a standing entity, preferably a Science and Security Commission, that would review policies regarding the exchange of information and the participation of foreign-born scientists and students in research.
