We have performed a review of systemic risks in smart cities dependent on intelligent and partly autonomous transport systems. Smart cities include concepts such as smart transportation/use of autonomous transportation systems (id est, autonomous cars, subways, shipping, drones) and improved management of infrastructure (power and water supply). At the same time, this requires safe and resilient infrastructures and need for global collaboration. One challenge is some sort of risk based regulation of emergent vulnerabilities. In this paper we focus on emergent vulnerabilities and discussion of how mitigation can be organized and structured based on emergent and known scenarios cross boundaries. We regard a smart city as a software ecosystem (SEC), defined as a dynamic evolution of systems on top of a common technological platform offering a set of software solutions and services. Software ecosystems are increasingly being used to support critical tasks and operations. As a part of our work we have performed a systematic literature review of safety, security and resilience software ecosystems, in the period 2007-2016. The perspective of software ecosystems has helped to identify and specify patterns of safety, security and resilience on a relevant abstraction level. Significant vulnerabilities and poor awareness of safety, security and resilience has been identified. Key actors that should increase their attention are vendors, regulators, insurance companies and the research community. There is a need to improve private-public partnership and to improve the learning loops between computer emergency teams, security information providers (SIP), regulators and vendors. There is a need to focus more on safety, security and resilience and to establish regulations of responsibilities on the vendors for liabilities.

Such low-overhead communications also help to improve the energy efficiency of IoT devices. Recently, structured signal processing techniques have been introduced and developed to reduce the overheads for key design problems in IoT networks, such as channel estimation, device identification, and message decoding. By utilizing underlying system structures, including sparsity and low rank, these methods can achieve significant performance gains. This book provides an overview of four general structured signal processing models: a sparse linear model, a blind demixing model, a sparse blind demixing model, and a shuffled linear model, and discusses their applications in enabling low-overhead communications in IoT networks. We will expose some of more than 100 new AI Weaponization abilities at the hands of corporations and military that our research concluded in December of 2018 and include some new ones that no one is disclosing to the public.Through the AI Brain Operating System, Deep Learning and Machine Learning: China along with some Western AI & Robotics Corporations are forming the ground-work to reach every nation & every sector with the power to monitor, track, control or kill people in mass with human-targeting technologies. Their reach includes all of AI, bio-metrics of voice, sound, touch, and motion-based recognition products that when developed can connect to the Human-Bio-Digital Network through Smart Phones, IoT, Drones, Automated Vehicles, Smart Cities, Holograms, Virtual Reality, Augmented Reality and Mixed Reality. The findings and analysis are derived from researching and investigating roughly 500 Chinese AI & Bio-Metric Corporations, and over 600 AI and Tech companies in the western world. In our findings, we were able to track multiple hidden AI movements that traveled through a bio-digital network that connects with the internet and the Human-Bio-Digital Network. The findings are alarming. We found extinction codes under one platform that is connected to all platforms. By tracking the AI, we discovered a process of Bio-Digital Social Programming of people through a replication software using Bio-Fields and Bio-Matter that connects machines with people via the Internet, Smart Phones, IoT devices, Apps and the media. We discovered multiple AI patterns that were designed to push for an attack on the Trump Administration, and at the same time empower China's dictatorship and some Western Tech Companies to expedite the AI's development based on the groundwork that China is building with robotics. We also discovered, China was using AI and Bio-Metrics to hunt for people for the purpose of organ trafficking and development of their concentration camps.
