Today science is very clear about the magnitude of the risks imposed by unmanaged climate change: What we are doing is redifining where people could live and if we do that as a world than hundreds of million of people will move. Probably billions will move. We are talking about gambling the planet, we are talking about a radical change of the way in which human beings could live and where they could live and, indeed, how many of them. With regard to these risks the application of the precautionary principle telling us to better be safe than sorry appears to be imperative and makes traditional cost-benefit analysis become obsolete. Thus combating global warming has become one of the most important issues facing the world in the 21. century. As nobody would be immune from the transformation the planet faces, avoiding this gamble should, in theory, be in the interest of all nations. Unfortunately, a common response in the scale necessary is hard to organize. While the industrialized countries fear the costs of the transformation from a high-carbon to a low-carbon economy, it is the poorest people who are facing a double unequity as they 1. will be hit earliest and hardest by the adverse impacts of climate change, and 2. are least responsible for the stock of current concentrations in the atmosphere. This inequity consequently leads to a great sense of injustice in developing countries being asked cut emission, while knowing, that the developed world got rich on high-carbon growth. Without any doubt the outcome of this is a historical responsibility of industrialized countries to take over leadership in reducing the emissions of greenhouse gases. However, bearing in mind that by 2050, approximately eight out of nine billion people in the world will be living in developing nations, it is impossible to get down to emission levels needed without at the same time covering the developing world as well. The UK contains more than 26 million homes which, collectively, emitted 41.7 million tonnes of carbon dioxide in 2004, representing more than a quarter of the UK's emission of the main greenhouse gas driving climate change. The Government plans that the three million more households to be added to the housing stock over the next 12 years will be as carbon-neutral as modern building methods, technologies and regulation can make them. But the Government must pay as much attention to reducing the carbon footprint of the existing housing stock, given the UK's challenging target of reducing carbon emissions by 60 per cent by 2050. Domestic energy efficiency measures taken since 1970 have halved what UK domestic energy demand would otherwise be, but the amount of energy used now needs to decline sharply if the target is to be achieved. Chapters examine: regulation and encouragement; financial incentives; energy performance certificates; breaching the barriers to change; newer technologies; older buildings. There are many existing means to achieve rapid reductions in carbon emissions. such as cavity-wall insulation, loft insulation, double-glazing, condensing boilers, more efficient lighting. One problem is that of engaging with a greater proportion of the population and convincing them of the need for action. The proposed Green Homes Service due in late 2008 should provide a one-stop source of information for householders to overcome this "information barrier" to quick, simple and cost-effective action in many homes. The Committee believes that substantial and rapid change is possible if millions of individuals and families can be encouraged to rise to the challenge.

Seeing this the application of the precautionary principle telling us ?to better be safe than sorry? appears to be imperative and makes traditional cost-benefit analysis become obsolete. Thus combating global warming has become one of the most important issues facing the world in the 21st century. The international climate regime is the main platform to further cooperation between nations and to tackle this problem. Since the first world climate conference in 1979 the international community of states pursues the goal of stabilizing greenhouse gas emissions. In 2009, the 15th COP of the UNFCCC aimed at achieving the final breakthrough with regard to framing new long-term mitigation commitments. However, the regime theory tells us that states behave as rational egoists and solely follow selfishly defined interests to maximize own profits. So it not only has to be assumed that just states with a favourable benefit-cost ratio will take the role of a ?pusher? in international climate negotiations but also that powerful states are more likely to reach a favourable outcome. Indeed the highly ineffective Kyoto Protocol, which amongst others had to deal with the exit of the United States, the creation of ?hot air? reductions and an overall lack of compliance incentives, has already shown the difficulties of creating an effective climate regime. In Copenhagen it became obvious that influential actors still do not seem to have an interest to significantly change their energy consumption patterns in order to reduce emissions. The majority of developing countries, politically prioritize the protection of their economic development which heavily depends on the use of cheap energy from fossil fuels. Especially China by no means intends to cut its impressive GDP growth figures to please international crowds. Meanwhile the hands of the US President on the international stage were once again tied by domestic restrictions. However, although it seemed that the long prevailing differences of interests between industrial and developing countries are more than ever insuperable, there is hope. A ?global race? towards renewable energy and related jobs has already started. Nations and international corporations are positioning themselves to take advantage of the inevitable transition from fossil fuels to renewable energy sources. This could be the starting point for a sustainable bottom-up policy architecture on the international level replacing the current top-down approach.

Pulmonary physicians and scientists currently have minimal capacity to respond to climate change and its impacts on health. The extent to which climate change influences the prevalence and incidence of respiratory morbidity remains largely undefined. However, evidence is increasing that climate change does drive respiratory disease onset and exacerbation as a result of increased ambient and indoor air pollution, desertification, heat stress, wildfires, and the geographic and temporal spread of pollens, molds and infectious agents. Preliminary research has revealed climate change to have potentially direct and indirect adverse impacts on respiratory health. Published studies have linked climate change to increases in respiratory disease, including the following: changing pollen releases impacting asthma and allergic rhinitis, heat waves causing critical care-related diseases, climate driven air pollution increases, exacerbating asthma and COPD, desertification increasing particulate matter (PM) exposures, and climate related changes in food and water security impacting infectious respiratory disease through malnutrition (pneumonia, upper respiratory infections). High level ozone and ozone exposure has been linked to idiopathic pulmonary fibrosis, lung cancer, and acute lower respiratory infection. Global Climate Change and Public Health is an important new volume based on the research, findings, and discussions of US and international experts on respiratory health and climate change. This volume addresses issues of major importance to respiratory health and fills a major gap in the current literature. The ATS Climate Change and Respiratory Health Workshop was held in New Orleans, Louisiana, on May 15, 2010. The purpose of the meeting was to address the threat to global respiratory health posed by climate change. This book addresses several index decomposition analysis methods to assess progress made by EU countries in the last decade in relation to energy and climate change concerns. Several applications of these techniques are carried out in order to decompose changes in both energy and environmental aggregates. In addition to this, a new methodology based on classical spline approximations is introduced, which provides useful mathematical and statistical properties. Once a suitable set of determinant factors has been identified, these decomposition methods allow the researcher to quantify the respective contributions of these factors. A proper interpretation of findings enables the design of strategies and a number of energy and environmental policies to control the variables of interest. This book also analyses the impact of several factors that allow control of these variables; among them, assessment of the specific contribution of improved energy efficiency is particularly relevant. A number of divisia-index-based techniques for decomposing changes in a generic indicator are now available, and these range from classical techniques based on Laspeyres and Paasche weights to more refined approaches relying on logarithmic mean weighting schemes.
