The recent growth of cyber-physical systems with a wide range of applications such as smart grids, healthcare, search and rescue and traffic monitoring, to name a few, brings new challenges to control systems due to the presence of significant uncertainties and undesired signals (i.e., disturbances and cyber-physical attacks). Thus, it is of vital importance to design resilient and safe control approaches that can adapt to the situation and mitigate adversaries to ensure an acceptable level of functionality and autonomy despite uncertainties and cyber-physical attacks.This dissertation begins with the analysis of adversaries and design of resilient distributed control mechanisms for multi-agent cyber-physical systems with guaranteed performance and consensus under mild assumptions. More specifically, the adverse effects of cyber-physical attacks are first analyzed on the synchronization of the multi-agent cyber-physical systems. Then, information-theoretic based detection and mitigation methods are presented by equipping agents with self-belief about the trustworthiness of their own information and trust about their neighbors. Then, the effectiveness of the developed approach is certified by applying it to distributed frequency and voltage synchronization of AC microgrids under data manipulation attacks. In the next step, to relax some connectivity assumptions in the network for the resilient control design, a distributed adaptive attack compensator is developed by estimating the normal expected behavior of agents. The adaptive attack compensator is augmented with the controller and it is shown that the proposed controller achieves resilient synchronization in the presence of the attacks on sensors and actuators. Moreover, this approach recovers compromised agents under actuator attacks and avoids propagation of attacks on sensors without discarding information from the compromised agents. Then, the problem of secure state estimation for distributed sensor networks is considered. More specifically, the adverse effects of cyber-physical attacks on distributed sensor networks are analyzed and attack mitigation mechanism for the event-triggered distributed Kalman filter is presented. It is shown that although event-triggered mechanisms are highly desirable, the attacker can leverage the event-triggered mechanism to cause triggering misbehaviors which significantly harms the network connectivity and performance. Then, an entropy estimation-based attack detection and mitigation mechanisms are designed.Finally, the safe reinforcement learning framework for autonomous control systems under constraints is developed. Reinforcement learning agents with pre-specified reward functions cannot provide guaranteed safety across variety of circumstances that an uncertain system might encounter. To guarantee performance while assuring the satisfaction of safety constraints across variety of circumstances, an assured autonomous control framework is designed by empowering reinforcement learning algorithms with meta-cognitive learning capabilities. More specifically, adapting the reward function parameters of the reinforcement learning agent is performed in a meta-cognitive decision-making layer to assure the feasibility of the reinforcement learning agent.

The security and resiliency of electric power supply to serve critical facilities are of high importance in today's world. Instead of building large electric power grids and high capacity transmission lines, an intelligent microgrid (or smart grid) can be considered as a promising power supply alternative. In recent years, multi-agent systems have been proposed to provide intelligent energy control and management systems in microgrids. Multi-agent systems offer their inherent benefits of flexibility, extensibility, autonomy, reduced maintenance and more. The implementation of a control network based on multi-agent systems that is capable of making intelligent decisions on behalf of the user has become an area of intense research. Many previous works have proposed multi-agent system architectures that deal with buying and selling of energy within a microgrid and algorithms for auction systems. The others proposed frameworks for multi-agent systems that could be further developed for real life control of microgrid systems. However, most proposed methods ignore the process of sharing energy resources among multiple distinct sets of prioritized loads. It is important to study a scenario that emphasizes on supporting critical loads during outages based on the user's preferences and limited capacity. The situation becomes further appealing when an excess DER capacity after supplying critical loads is allocated to support non-critical loads that belong to multiple users. The previous works also ignore the study of dynamic interactions between the agents and the physical systems. It is important to study the interaction and time delay when an agent issues a control signal to control a physical device in a microgrid and when the command is executed. Agents must be able to respond to the information sensed from the external environment quickly enough to manage the microgrid in a timely fashion. The ability of agents to disconnect the microgrid during emergencies should also be studied. These issues are identified as knowledge gaps that are of focus in this thesis. The objective of this research is to design, develop and implement a multi-agent system that enables real-time management of a microgrid. These include securing critical loads and supporting non-critical loads belonging to various owners with the distributed energy resource that has limited capacity during outages. The system under study consists of physical (microgrid) and cyber elements (multi-agent system). The cyber part or the multi-agent system is of primary focus of this work. The microgrid simulation has been implemented in Matlab/Simulink. It is a simplified distribution circuit that consists of one distributed energy resources (DER), loads and the main grid power supply. For the multi-agent system implementation, various open source agent building toolkits are compared to identify the most suitable agent toolkit for implementation in the proposed multi-agent system. The agent architecture is then designed by dividing overall goal of the system into several smaller tasks and assigning them to each agent. The implementation of multi-agent system was completed by identifying Roles (Role Modeling) and Responsibilities (Social and Domain Responsibilities) of agents in the system, and modeling the Knowledge (Facts), rules and ontology for the agents. Finally, both microgrid simulation and multi-agent system are connected together via TCP/IP using external java programming and a third party TCP server in the Matlab/Simulink environment. In summary, the multi-agent system is designed, developed and implemented in several simulation test cases. It is expected that this work will provide an insight into the design and development of a multi-agent system, as well as serving as a basis for practical implementation of an agent-based technology in a microgrid environment. Furthermore, the work also contributes to new design schemes to increase multi-agent system's intelligence. In particular, these include control algorithms for intelligently managing the limited supply from a DER during emergencies to secure critical loads, and at the same time supporting non-critical loads when the users need the most.

Blackouts (or cascading failures) in Electricity Networks (ENs) can result in severe consequences for economic activity, human safety and national security. Recent incidents suggest that risk of blackouts due to cyber-security attacks and extreme weather events is steadily increasing in many regions of the world. This thesis develops a systematic approach to evaluate and improve the resilience of ENs by addressing following questions: (a) How to model security and reliability failures and assess their impact on ENs? (b) What strategies EN operators can implement to plan for and quickly respond to such failures and minimize their overall impact? (c) How to leverage the operational flexibility of “smart” ENs to implement these strategies in a structured manner and provide guarantees against worst-case failure scenarios? We focus on three classes of cyber-physical failures: (i) Inefficient or unsafe economic dispatch decisions induced by an external hacker who exploits the vulnerabilities of control center software; (ii) Simultaneous disruption of a large number of customer-side components (loads and/or distributed generators) by a strategic remote adversary; (iii) Correlated failures of power system components caused by storm events (or hurricanes) with high-intensity wind fields. We develop new network models to capture the impact of these failures, while accounting for a broad range of operator response actions. These actions include: partial load control, pre-emptive disconnection of non-critical loads, active and reactive power supply by Distributed Energy Resources (DERs) capable of providing grid-forming services, and formation of microgrid islands. We develop practically relevant operational strategies to improve the ENs’ resilience to failure classes (i) and (ii) (resp. (iii)) based on solutions of bilevel mixed integer programming (resp. two-stage stochastic optimization) formulations. Our bilevel mixed integer programming formulations capture the worst-case impacts of attacks on radial distribution networks operating under grid-connected or microgrid configurations. For the case when the operator response can be modeled as continuous decision variables, we provide a greedy heuristic that exploits the radial network structure and provides near-optimal solutions. For the more general case of mixed-binary decision variables, we develop a computationally tractable solution approach based on Benders Decomposition method. This approach can be used to evaluate the value of timely response actions in reducing various losses to the network operator during contingencies induced by attacker-induced failures. We provide some guidelines on improving the network resilience by proactive allocation of contingency resources, and securing network components in a strategic manner. Furthermore, under reasonable assumptions, we show that myopically reconnecting the disrupted components can be eective in restoring the network operation back to nominal condition. Our two-stage stochastic optimization formulation is motivated by the need of a decision-theoretic framework for allocating DERs and other contingency resources in ENs facing the risk of multiple failures due to high-intensity storm events. The stochastic model in this formulation captures the dependence of probabilistic failure rates on the spatio-temporal wind intensities. Importantly, the formulation allows for the formation of microgrid islands (powered by the allocated DERs), and considers joint DER dispatch and component repair decisions over a multi-period restoration time horizon. We present computational results based on the classical sample average approximation method, with Benders Decomposition applied to solve the mixed-binary programs associated with the restoration stage. Finally, we compare the optimal repair decisions with a simpler greedy scheduling strategy that satisfies soft-precedence constraints.
