The fast detection of explosives from the vapor phase would be one way to enhance the protection of society against terrorist attacks. Up to now the problem of detection of explosives, especially the location of explosives whether at large areas e. g. station halls, theaters or hidden in cars, aircraft cargo, baggage or explosives hidden in crowds e. g. suicide bombers or bombs in bags has not been solved. Smelling of explosives like dogs do seems to be a valuable tool for a security chain. In general different strategies can be adopt to the basic problem of explosive detection: • bulk detection • vapor detection Normally meetings cover both aspects and applications of the detection. Even though both methods might fulfill special aspects of a general security chain the underlying scientific questions differ strongly. Because of that the discussions of the scientists and practitioners from the different main directions are sometimes only less specific. Therefore the NATO Advisory Panel in Security-Related Civil Science and Technology proposed a small series of NATO ARW's which focuses on the different scientific aspects of explosives detection methods. This book is based on material presented at the first NATO ARW of this series in Moscow which covered the topic: Vapor and trace detection of explosives. The second ARW was held in St. Petersburg and treated the topic Bulk detection methods. The third workshop was held in Warwick and focused on electronic noses which cover a somewhat different aspect of vapor detection.

This book critically discusses the role of technology for counter-terrorism in general, and for securing our vulnerable open societies in particular. It is set against the backdrop of the terrorist threat posed by the combined forces of Al Qaeda and ISIS/Daesh in the foreseeable future. The book commences by illuminating current and foreseeable tactics and weapons used by these implacable enemies – weapons that may well include chemical, biological, radiological and potentially even nuclear (CBRN) devices. In a second part, it introduces technologies already available or in development that promise an increase in safety and security when it comes to the dangers posed by these terrorists. This part also includes a critical discussion of advantages and disadvantages of such technologies that are, quite often, sold as a ‘silver bullet’ approach in the fight against terrorism. Controversies such as those triggered by the abuse of millimeter wave scanners deployed at several Western European airports will demonstrate that there are costs involved with regard to human rights. The third, analytical part takes the critical discussion further by arguing that the uncritical fielding of new surveillance and control technologies in parallel with the on-going outsourcing and privatization of key services of the state could well lead to dystopias as envisaged in a rather prescient way by the so-called cyperpunk novels of the 1980s. The book concludes with the question that any liberal democracy should ask itself: how far can we go with regard to hardening our societies against terrorist threats?

The U.S. military forces currently face a nontraditional threat from insurgents and terrorists who primarily employ improvised explosive devices, and have shown a cycle of adaptation of less than 12 months to responses by U.S. forces to counter these attacks. This constantly evolving threat requires U.S. military forces to adapt and respond more rapidly with modified tactics, technologies, and/or equipment. In response to this need for new technologies, the Rapid Reaction Technology Office (RRTO) was established in 2006 to develop technologies that can mature in 6 to 18 months for purposes of counterterrorism. Although RRTO appears to be successfully fulfilling its mission, the agency seeks to understand and address barriers to and opportunities for meeting future counterterrorism needs--including the need to accelerate the transition of technologies for counterterrorism with an eye to countering emerging and anticipated threats. This book reviews RRTO approaches and provides a set of recommendations for potential improvements to help meet these needs for rapid technology development.

All U.S. agencies with counterterrorism programs that collect or "mine" personal data-such as phone records or Web sites visited-should be required to evaluate the programs' effectiveness, lawfulness, and impacts on privacy. A framework is offered that agencies can use to evaluate such information-based programs, both classified and unclassified. The book urges Congress to re-examine existing privacy law to assess how privacy can be protected in current and future programs and recommends that any individuals harmed by violations of privacy be given a meaningful form of redress. Two specific technologies are examined: data mining and behavioral surveillance. Regarding data mining, the book concludes that although these methods have been useful in the private sector for spotting consumer fraud, they are less helpful for counterterrorism because so little is known about what patterns indicate terrorist activity. Regarding behavioral surveillance in a counterterrorist context, the book concludes that although research and development on certain aspects of this topic are warranted, there is no scientific consensus on whether these techniques are ready for operational use at all in counterterrorism.
