Many governments worldwide are setting more stringent targets for reductions in energy use in government/public buildings. Buildings constructed more than 10 years ago account for a major share of energy used by the building stock. However, the funding and know-how applied knowledge) available for owner-directed energy retrofit projects has not kept pace with new requirements. With typical retrofit projects, reduction of energy use varies between 10 and 20%, while actual executed renovation projects show that energy use reduction can exceed 50%, and can cost-effectively achieve the Passive House standard or even approach net zero-energy status (EBC Annex 61 2017a, Hermelink and Muller 2010; NBI 2014; RICS 2013; Shonder and Nasseri 2015; Miller and Higgins 2015; Emmerich et al. 2011). Building energy efficiency (EE) ranks first in approaches with resource efficiency potential with a total resource benefit of approximately $700 billion until 2030. EE is by far the cheapest way to cut CO2 emissions (McKinsey 2011, IPCC 2007). However, according to an IEA study (IEA 2014a), more than 80% of savings potential in building sector remains untapped. Thus, the share of deployed EE in the building sector is lower than in the Industry, Transport, and Energy generation sectors. Estimates for the deep renovation potentials show: 600-900bn investment potential, 1000-1300bn savings potential, 70% energy-saving potential, and 90% CO2 reduction potential.

The principle of sustainability should be strictly connected with safety, since both aim to conserve resources: in the case of sustainability, the resources are typically thought of as environmental, while in the case of safety, the resources are basically human. In spite of this common ground, discussions on sustainability usually give insufficient attention to safety. In the last years the EU has made large investments to increase the energy efficiency of the existing building stock, paving the way for a low-carbon future; however, less effort has been made to enhance its seismic resilience. Therefore, the safety and, consequently, the sustainability of towns situated in earthquake-prone countries remain inadequate. In such countries, energy renovation actions should be combined with seismic retrofitting. However, a number of barriers considerably limit the real possibility of extensively undertaking combined retrofit actions, especially for multi-owner housing and high-rise buildings. These barriers are of different kinds: technical (e.g., unfeasibility and/or ineffectiveness of conventional retrofit solutions), financial (e.g., high renovation costs, insufficient incentives/subsidies), organizational (e.g., occupants’ disruption and relocation, renovation consensus by condominium ownerships), and cultural/social (insufficient information and skills, lack of adequate policy measures for promoting renovation actions). The study of ventilation is of critical importance, as it addresses the capacity with which a built urban structure is capable of replacing the polluted air with ambient fresh air. Here, ventilation is recognized as a transport process that improves local microclimate and air quality and closely relates to the term “breathability”. The efficiency with which street canyon ventilation occurs depends on the complex interaction between the atmospheric boundary layer flow and the local urban morphology. The individual contributions to this Issue are summarized and categorized into four broad topics: (1) outdoor ventilation efficiency and application/development of ventilation indices, (2) relationship between indoor and outdoor ventilation, (3) effects of urban morphology and obstacles to ventilation, and (4) ventilation modelling in realistic urban districts. Frolov from Russia and Prof. G.Parissakis from Greece. Then the plenary sessions continued. The round-table talk, held in the second half of the last day, appeared to be very fruitful. A relaxed and friendly atmosphere of it was appropriate for establishing closer contacts and discussing problems of mutual interest for scientists, ingineers, managerial heads and officers and businessmen.
