This manual describes the wide range of electromechanical, electrochemical and electro-optical transducers at the heart of current field-deployable ocean observing instruments. Their modes of operation, precision and accuracy are discussed in detail. "In August 2001, NOAA Ocean Service (NOS) Acting Assistant Administrator Margaret Davidson directed an NOS team to provide an assessment of its current operational observational/monitoring systems and its contribution to a national Integrated Sustained Ocean Observing System (IOOS). The charge directed NOS to first develop an inventory of its existing observing systems, describing the purpose, character and scope of each system with respect to customers, observing platforms, data outputs, availability and delivery, and funding profiles. The Carolinas RCOOS is a sub-regional component of NOAA's Integrated Ocean Observing System (IOOS). It was formally established by an award from 2007 IOOS funding, which supported the integration of two existing sub-regional programs in the southeast: the University of South Carolina (USC)-based Carolinas Coastal Ocean Observing and Prediction System (Caro-COOPS) and the University of North Carolina Wilmington (UMCW)'s Coastal Ocean Research and Monitoring Program (CORMP). These programs had been successful in developing elements of end-to-end systems, including deployment and maintenance of observing systems, data management/analyses, model development, and outreach and partnership activities. Real time data on ocean and atmospheric conditions are transmitted from offshore buoys and pier-mounted stations, and additional non-real time data, periodic water quality data, and AUV data are also incorporated in the data management system. The transition to the Carolinas RCOOS involved elimination of some observing sites; significant increases in other observing capabilities; identification of new user applications for development; and incorporation of new partners. This successful integration of sub-regional programs has illustrated how close partnering and sharing of resources and capabilities can not only enable broader regional coverage, but can also achieve valuable operational efficiencies and enhanced potential for application development.

In this report we describe a compact, easily deployed, moored system for oceanographic and meteorological observations in the coastal ocean. The system consists of a surface and subsurface mooring pair deployed adjacent to one another. Compared to a single catenary surface mooring, this arrangement allows the entire water column to be instrumented. All of the instruments in the system log high resolution time series data. Additionally, the mooring line instruments periodically report averaged data to the buoys via inductive modems. On the subsurface mooring, this averaged data is sent to the surface buoy using an acoustic modem. Inductively coupled mooring line instrumentation includes conductivity, temperature, and pressure sensors, acoustic current meters, and optical backscattering and absorption sensors. In addition to mooring line instruments, the surface buoy collects averaged data from meteorological sensors, including wind speed and direction, barometric pressure, relative humidity, air temperature, precipitation, longwave and shortwave radiation, sea surface temperature and conductivity, and wave height and period. Data from both mooring lines and from the surface meteorological sensors is telemetered to shore via line-of-sight radio and satellite. The entire system, including buoys, moorings, instruments, launch and recovery gear, telemetry receive, and data processing facilities can be packed into a single 20 foot shipping container. The system was successfully deployed to provide environmental monitoring for Kernel Blitz 2001, a U.S. Navy fleet exercise off southern California. Results from the deployment are presented.

The objective of this report was to identify and quantify the expected economic benefits of sustained coastal ocean observing systems in the gulf coast region. To date, given that the benefits of COOS have not been quantified and perfect information is not available, our study made an assumption that for each economic activity, that enhanced forecasts through COOS would result in a 1% savings for that particular economic activity. Economic benefits were separated in three categories: private sector activities, non-market activities, and public sector activities. Lastly, the analysis aggregated benefits across sectors to yield total systems benefits. The ultimate end goal of this project will be to aggregate economic benefits and costs for all the regions (to be performed by NOAA and ONR), as an effort to calculate a benefit cost ratio for COOS in the United States.
