This manual describes the wide range of electromechanical, electrochemical and electro-optical transducers at the heart of current field-deployable ocean observing instruments. Their modes of operation, precision and accuracy are discussed in detail. Observing platforms ranging from the traditional to the most recently developed are described, as are the challenges of integrating instrument suits to individual platforms. Technical approaches are discussed to address environmental constraints on instrument and platform operation such as power sources, corrosion, biofouling and mechanical abrasion. Particular attention is also given to data generated by the networks of observing platforms that are typically integrated into value-added data visualization products, including numerical simulations or models. Readers will learn about acceptable data formats and representative model products. The last section of the book is devoted to the challenges of planning, deploying and maintaining coastal ocean observing systems. Readers will discover practical applications of ocean observations in diverse fields including natural resource conservation, commerce and recreation, safety and security, and climate change resiliency and adaptation. The proliferation of harmful phytoplankton in marine ecosystems can cause massive fish kills, contaminate seafood with toxins, impact local and regional economies and dramatically affect ecological balance. Real-time observations are essential for effective short-term operational forecasting, but observation and modelling systems are still being developed. This volume provides guidance for developing real-time and near real-time sensing systems for observing and predicting plankton dynamics, including harmful algal blooms, in coastal waters. In this report we describe a compact, easily deployed, moored system for oceanographic and meteorological observations in the coastal ocean. The system consists of a surface and subsurface mooring pair deployed adjacent to one another. Compared to a single catenary surface mooring, this arrangement allows the entire water column to be instrumented. All of the instruments in the system log high resolution time series data. Additionally, the mooring line instruments periodically report averaged data to the buoys via inductive modems. On the subsurface mooring, this averaged data is sent to the surface buoy using an acoustic modem. Inductively coupled mooring line instrumentation includes conductivity, temperature, and pressure sensors, acoustic current meters, and optical backscattering and absorption sensors. In addition to mooring line instruments, the surface buoy collects averaged data from meteorological sensors, including wind speed and direction, barometric pressure, relative humidity, air temperature, precipitation, longwave and shortwave radiation, sea surface temperature and conductivity, and wave height and period. Data from both mooring lines and from the surface meteorological sensors is telemetered to shore via line-of-sight radio and satellite. The entire system, including buoys, moorings, instruments, launch and recovery gear, telemetry receive, and data processing facilities can be packed into a single 20 foot shipping container. The system was successfully deployed to provide environmental monitoring for Kernel Blitz 2001, a U.S. Navy fleet exercise off southern California. Results from the deployment are presented.

The long-term goal supported by this project is the development and sustained support of coastal ocean observing systems for the waters of the United States. The authors will first produce regional "inventories" of ocean observation user sectors, including information about the physical and economic scale of their activities, how products from improved ocean observation might be incorporated into their decisions, and a rough estimate of the potential value of improved decisions. Once the inventories are complete, they will select sectors with significant expected benefits for more detailed analysis.

In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.
